Job Summary

This position isbeingposted at three (3) job class levels: Planner Senior State, Planner Principal State, and PlanningDirector State. Final job class will be determined based on successful applicant's qualifications. This posting will be used to fill up to two (2) vacancies.

Hybrid work environment with potential for significant telework. Primary work location will be the Golden Rule Building in St. Paul.

This positioniswithin the Energy Environmental Review and Analysis (EERA) unit at Commerce. EERA conducts environmental review of high voltage transmission lines, large electric power generating plants, energy storage systems, large wind energy conversions systems, and pipelines in compliance with state statutes and rules. EERA provides technical expertise and assistance to the Minnesota Public Utilities Commissionincluding analysis of the relative merits of siting and routing options, identification of permit conditions to mitigate potential impacts, and review of permit compliance filings. EERA also identifies and undertakes research on the potential environmental impacts of energy facilities andcreates guidance materialsto ensure adequate and consistent analysis of these impacts.

This positionmay be filled at three different levels withthe Senior level taking on smaller projects: the Principal taking on smaller projects and components of larger projects, and the Director level managing all aspects of larger projects.

This posting is for a positionwithin the EERA unit at Commerce. The EERA unit will transfer to the Minnesota Public Utilities Commission on July 1, 2025. Applicants hired for this position will become Commission employees on this date.

Qualifications

Minimum Qualifications

Planner Senior State

Two (2) years' experience in environmental review, permitting,monitoring, or planning.

A bachelor's degree involving major study in Environmental, Physical, or Natural Sciences, Environmental Planning, or related field is equivalent to one (1) year of experience. An advanced degree involving major study in Environmental, Physical, or Natural Sciences, Environmental Planning, or related field is equivalent to eighteen (18) months of experience.

Applicants who meet the above experience requirements will be further evaluated based on the following:
  • Proficiency with Microsoft Office software (Word, Excel, PowerPoint, Outlook).
  • Strong organizational skills.
  • Strong writing skills.

Planner Principal State

Three (3) years' experience in environmental review, permitting,monitoring, or planning.

A bachelor's degree involving major study in Environmental, Physical, or Natural Sciences, Environmental Planning, or related field is equivalent to one (1) year of experience. An advanced degree involving major study in Environmental, Physical, or Natural Sciences, Environmental Planning, or related field is equivalent to eighteen (18) months of experience.

Planning Director State

Four (4) years' experience in environmental review, permitting,monitoring, or planning.

A bachelor's degree involving major study in Environmental, Physical, or Natural Sciences, Environmental Planning, or related field is equivalent to one (1) year of experience. An advanced degree involving major study in Environmental, Physical, or Natural Sciences, Environmental Planning, or related field is equivalent to eighteen (18) months of experience.

Applicants who meet the above experience requirements will be further evaluated based on the following:
  • Proficiency with Microsoft Office software (Word, Excel, PowerPoint, Outlook).
  • Strong organizational skills.
  • Strong writing skills.

Preferred Qualifications
  • Experience presenting technical information.The ability to speak and write clearly for both technical and non-technical audiences.
  • Experience in planning and conducting public meetings. Demonstrated ability to work in a public setting.
  • Demonstrated ability to work in a team environment.
  • Knowledge of the potential human and environmental impacts of large energy infrastructure projects,e.g., pipelines, transmission lines, wind farms, solar farms.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
