HDR's Northern California Solid Waste and Organics group has an opportunity for an Environmental/Civil Engineer to join our rapidly growing California team. The primary duties of this position include all aspects of engineering, project management, project pursuits and client relationship management for projects primarily focused on the municipal solid waste (MSW), industrial type vertical facilities, and organics industries, with an emphasis on system planning, engineering analysis, cost estimating, design, construction management, pollution control systems, and permitting/regulatory compliance. Specific duties will include maintaining client relationships, proposal development, planning, design, permitting, and construction administration of waste systems, storm water controls, groundwater monitoring, and site layout/infrastructure elements (utilities, roads, support buildings, soil borrow areas, etc.).

The Environmental/Civil Engineer will function as a lead project designer, engineer of record, and project manager on mid-size to large projects and is expected to demonstrate a history of progressive experience effectively leading similar scale projects. This role will be responsible for assisting team leadership in sustaining and growing client relationships and organizing and contributing to overall business development opportunities. A core component of this will be supporting upcoming project opportunities and participating in the project pursuit and proposal development, including developing scopes of work and budgets.

The primary duties of the Environmental/Civil Engineer are to conduct, supervise or direct a multitude of waste and organics engineering projects. In this role, we'll count on you to:

  • Plan, direct and monitor all aspects of multidiscipline projects or medium-sized projects with high degree of technical complexity, typically involving a large project team.
  • Establish client relations and be involved in business development (in partnership with the Solid Waste Business Development Lead), marketing, contractual, design and production meetings.
  • Coordinate staffing and workload through entire project development to complete deliverables on schedule and budget.
  • Implement QA/QC procedures.
  • Work on a wide variety of MSW or organics related projects including but not limited to compost facilities, transfer stations, material recovery facilities, household hazardous waste facilities, and organics facilities.
  • Work with a team of staff engineers in preparation of design deliverables including strategic planning, engineering design reports, construction drawings, technical specifications, cost estimates and construction schedules with support from HDR's national practice leads.
  • Participate in meetings with clients and regulatory agencies to resolve technical issues and negotiate compliance actions.
  • Will also serve as a consultant and supervisor of waste and organics construction management projects as needed.
  • Work independently on technical tasks involving data analysis, interpreting results, and preparing technical reports, plans and specifications.
  • Delegate and supervise junior engineers on waste and organics design components and staff of professionals and technicians.
  • Train and mentor personnel as established by strategic plans.
  • Perform complex assignments, exercising judgment in evaluation, selection and modification of standard engineering techniques and procedures for environmental remediation projects that include remediation design and implementation
  • Make decisions on significant design and engineering procedures as needed
  • Function as a Technical Specialist or Project Manager on mid-size projects as needed, but project management is not the sole focus of this position
  • Perform other duties as needed


Preferred Qualifications

  • A minimum of 3 years' experience designing and creating plans and specifications for environmental engineering projects, such as remediation design and implementation
  • Proficient with Microsoft Office, AutoCAD and GIS experience
  • At least 5 years' experience with multidiscipline facility, civil site engineering, or related project work preferred.
  • Demonstrated experience in client marketing and proposal development.
  • Candidate location in the greater Sacramento area
  • California PE, or able to obtain within 12 months

  • Bachelor's degree in Environmental Engineering or closely related Engineering field
  • Previous experience designing and creating plans and specifications for environmental engineering projects, such as remediation design and implementation
  • Professional Engineer (PE) license
  • Self-motivated, able to work independently and with a project team to completion of a task
