What does the Equal Employment Opportunity (EEO) office do?

We investigate and resolve discrimination complaints filed against the Department by employees, employers, and applicants for employment and training, and provides consultant services on all aspects of equal employment opportunity.

What is your role?

Under the direct supervision of the Director of the Employment Development Department (EDD), the EEO Officer is responsible for developing, coordinating, and monitoring the EDD's Equal Employment Opportunity (EEO) program. The EEO Officer objectively monitors and assesses EDD's personnel policies and practices to recommend administrative changes to prevent discrimination and to continuously facilitate EEO.

As the designated State-level Equal Opportunity (EO) Officer, the EEO Officer is responsible for State Program-wide coordination of compliance with the equal opportunity and nondiscrimination requirements in the Workforce Innovation and Opportunity Act (WIOA) and its implementing regulations at Title 29 Code of Federal Regulations (CFR), Part 38.

In addition is a member of EDD's Executive Leadership Team, provides oversight of the language access office/officer, and may lead initiatives related to equity and equitable service.

    Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Ability to plan, organize and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures, and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department's or agency's Equal Employment Opportunity objectives.

  • Knowledge of the organization and functions of the California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity objectives; and a manager's role in the Equal Employment Opportunity Program.


  • These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

    In addition to the Standard State Application (STD 678), all interested applicants are required to submit a Statement of Qualifications (SOQ). The SOQ must address the desirable qualifications listed below. Within the response, include specific information and examples as to how your professional education, training, experience, knowledge, skills, and abilities meet the minimum qualifications and desirable qualifications of this position.     The SOQ should be numbered in the same order as listed below, provide specific examples, be no more than 3 pages in length, and be no smaller than 12 point font. Failure to follow these instructions may disqualify you from this examination.

  • Knowledge of federal and state laws pertaining to Equal Opportunity Programs (Title IV) and nondiscrimination policies.
  • Ability to administer EEO programs and activities including Civil Rights; EEO Policy; Upward Mobility Program; Diversity Program; State Employee Mediation Program; Limited Examination and Appointment Program; EEO Advisors Program; Discrimination, Sexual Harassment Prevention training programs, and Discrimination Complaint programs.

  • Knowledge of the principles and practices of organization, strategic planning, fiscal and human resource management, the legislative process, and equal employment opportunity programs.
  • Demonstrated ability to provide effective consultation on and implementation of initiatives that may be controversial and/or politically sensitive.


  • Examination Information
    This examination will consist of a review of the candidates' Statement of Qualifications that describes their education, training, experience, knowledge, skills, and abilities as they relate to the desirable qualifications identified in the bulletin, using predetermined evaluation criteria. The Statement of Qualifications serves as documentation of each candidate's ability to present information clearly and concisely in writing. Candidates will have their Statement of Qualifications rated and successful candidates will be placed on an eligible list. SUBMISSION OF THE STATEMENT OF QUALIFICATIONS IS MANDATORY. Candidates who do not submit a completed Statement of Qualifications will be eliminated from this examination.
