Duties

You will serve as civil rights subject matter and program expert on all aspects of the Coast Guard 's EEO discrimination complaints and alternative dispute resolution processes.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

  • Counseling complaints of discrimination for civilian and military personnel in accordance with all applicable standard operating procedures, policies, directives, and regulations.
  • Serving as a Third Party Neutral (Mediator).
  • Responding to EEO/EO contacts and request for services from customers and other government entities regarding Civil Rights program services, policies, and procedures.
  • Providing customers with accurate information and guidance on the Coast Guards' EEO/EO Discrimination Complaint Process and Alternative Dispute Resolution (ADR) Program.
  • Coordinating, scheduling, and facilitating Civil Rights Awareness (CRA), and Sexual Harassment Prevention (SHP), and other EEO-related training.
  • Monitoring regulatory timeframes of assigned informal EEO/EO discrimination complaints and alerts management of potential delays in the processing of complaints.
  • Assembling and organizing electronic case files for informal EEO/EO discrimination complaints and maintaining physical and locally stored records as required.
  • Assisting with the preparation of a variety of documents (e.g., brochures, reports, presentations, and publications).


The duties listed above are written at the highest grade level.

Responsibilities will increase and assignments will become more complex as your training and experience progresses.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

GS-11 - You qualify if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal, State, or Local government or equivalent public or private sector experience. Your resume must demonstrate that you meet ALL the specialized experience below:

  • Assist in the development of specialized briefings, orientations and/or training for managers, supervisors and/or employees on EEO program requirements/responsibilities; AND
  • Advising managers and employees on EEO policies, procedures, laws, and regulations; AND
  • Assist with resolution of complaints through Alternate Dispute Resolution (ADR) techniques including mediation; AND
  • Assist with preparing equal employment/civil rights correspondence and meeting activity specific reporting requirements; AND
  • Responding verbally and in writing to inquiries pertaining to EEO/EO discrimination complaints procedures and policies.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Note: You must provide a copy of your official transcripts.
