This National Guard position is for a EQUAL EMPLOYMENT SPECIALIST, Position Description Number D0386000 and is part of the KS Joint Forces Headquarters, National Guard.

Duties

An EQUAL EMPLOYMENT SPECIALIST, GS-0260-09, serves as the assistant to the Equal Opportunity Manager in planning and implementation of a Statewide equal employment opportunity program.

Assists in the development and implementation of the National Guard Bureau Equal Opportunity Program at the State level. Assists in writing the Affirmative Action plan covering both short- and long-range goals and objectives. Continuously reviews this plan and revises it as needed.

Conducts periodic analysis of the Active/Guard Reserve (AGR) military technician work force to identify underrepresented classes in the various occupations and military grades/ranks. Works closely with the Human Resources office in developing recruiting and employment strategies which ensure that equal employment opportunity goals are achieved. Meets and consults regularly with employees and all levels of management to locate, define, and correct deficiencies or problem areas.

Assists in the management of the State EEO complaints processing system. Tracks the status of formal discrimination complaints in progress. Recruits counselors and ensures appropriate training is provided.

Participates in meetings with community action organizations interested in improving equal employment opportunity relationships. May address groups regarding EEO policies, practices, and goals in the National Guard. Solicits community support in assisting the Guard to eliminate underrepresentation of minority groups.

Provides training to supervisors on preventing or remedying discrimination and may provide counseling to employees who feel they may have discrimination complaints.

Regularly collects and compiles statistical data, using the data as a basic for extrapolating recommendations on courses of action.

Disseminates news and information concerning the State equal opportunity program.

Performs all other duties as assigned.

  • KANSAS NATIONAL GUARD MEMBERSHIP IS REQUIRED.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.
  • Selectee will be required to wear the military uniform.

Qualifications

Military Grades: E6 through E8 or O2 through O3, however enlisted applicants who hold a higher grade, may provide a written statement of understanding with their application indicating a willingness to be administratively reduced in grade to the highest grade advertised, if selected for the position. SPECIALIZED EXPERIENCE: Must possess one year of specialized experience at the GS-7 level or equivalent. Specialized experience includes the following knowledge, skills, and abilities:

  • Knowledge of the principles, concepts, legal requirements and methodology of the Federal equal employment opportunity program to identify barriers to equal employment and assist in preparing an affirmative action plan to meet requirements placed upon the State;
  • Skill in establishing and maintaining effective relationships with local and national organizations concerned with equal employment opportunity in order to obtain their cooperation and advice;
  • Skill in communicating effectively, orally and in writing, with managers and employees at all levels.


Specialized experience may be substituted with the following education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements.

Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK"

Physical Demands: Regular and recurring work is performed sitting at a desk except for occasional brief visits to worksites. No special demands are required to perform the work.

Work Environment: The work generally is performed in an office setting except for occasional visits to protected areas of industrial worksites involving everyday risks and discomforts and normal safety precautions.
