Seeking Application Developer to perform highly complex to advanced (senior-level) computer programming work and systems analysis duties for the Build Team in the Software Engineering section of Information Systems. Work involves project planning and coordination; analyzing user requirements, procedures and problems to automate processing or to improve existing systems; systems integration; analyzing proposed computer applications; writing programs; and giving technical assistance to programming personnel. May supervise the work of others. Works under limited to minimal supervision of the Build Team Leader and Software Engineering Manager, with considerable latitude for the use of initiative and independent judgment.

Essential Responsibilities include, but are not limited to:

• Write high quality source code to program complete applications within deadlines.

• Understand client requirements and how they translate in application features.

• Provide technical advice and assistance to management and technical staff in matters relating to application design and coding activities.

• Work closely with business analysts in defining business problems and then provide feasible architecturally sound solutions to those problems.

• Collaborate with a team of IT professionals to set specifications for new applications.

• Determine the level effort in implementing changes or enhancements.

• Prepare and provide recommendations for technical solutions to enhance business processing efficiency of existing and/or new processes.

• Prepare detailed analyses, plans, diagrams and procedures for existing and proposed applications and system integration.

• Design and implement new applications and system integrations according to specifications.

• Develop technical documents and handbooks to accurately represent application design and code.

• Perform unit and integration testing before launching and conduct functional and non-functional testing, troubleshoot and debug applications.

• Perform on-call or scheduled after hours work as required and other duties as assigned.

• Evaluate existing applications and provide maintenance and tuning that meet performance standards.

• Demonstrate developed functionality to agency staff prior to the implementation of new or revised technical systems and offers advice and guidance during the implementation process.

• Provide quality control through the application of the standards, procedures and guidelines adopted by the ERS and by insuring that user requirements are met.

As a Programmer level IV, will complete all tasks of level III and also:

• Provide technical advice and assistance to management and technical staff in matters relating to application design and coding activities.

• Collaborate with a team of IT professionals to set specifications for new applications.

• May act as a development lead for projects teams, assisting and guiding other developers on technical solutions pertaining to the project and reporting status and roadblocks to management as necessary.

Required Minimum Qualifications: Your application for employment must reflect how you meet each of the following minimum qualifications:

1) Completion of 60 semester hours of accredited college course work or completion of an associate's degree in computer information, computer science, management information systems, or a related field. May substitute 2 years of experience above the required minimum in application development for education.

2) Three (3) to four (4) years of experience (depending on classification level) building solutions in C#.

3) Two (2) - three (3) years of development experience (depending on classification level) in one or more of the following: Javascript libraries such as ReactJS, languages such as Typescript, tools such as NodeJS, Webpack or GulpJS and data formats such as JSON.

4) One (1) using SQL Server or another relational database with data manipulation and data definition language.

Preferred Qualifications: Your application for employment should reflect how you meet the following preferred qualifications:

5) Experience in Object Oriented Analysis and Design (OOAD).

6) Experience using project configuration and software release tools (such Azure Devops or similar) and adhering to a Software Development Lifecycle (SDLC).

7) Experience with code refactoring and code improvement.

8) Experience with SSIS packages and ETL processes. Experience with integrating multiple systems through the use of Web Services and API's.

Other Information: This position is primarily intended to be a hybrid work environment, combining both in-office and remote work every week.
