Position Summary



Under the direction of the Vice President of Research Administration, the Executive Research Administration Per Diem is accountable for the leadership efforts of the Office of Research Administration as it relates to the research program of MemorialCare Health Systems . The responsibilities are broad and diverse to include personnel management, physician relations, customer service, oversight of study patient screening and enrollment, tracking of clinical trial progress, compliance with regulatory standards, and general oversight of the research process. This position is responsible for the direct oversight of the research staff and for the performance of staff members when involved in research (e.g., Regulatory Affairs Coordinators, department secretaries, and clinical staff such as coordinators, technicians, service line liaisons, and practitioners).



This individual will initiate and maintain relationships with the research community of MemorialCare Health Systems, clinical research staff, investigators, external companies, academic leaders as well as organizational executives. The ED will interact with all levels of management, including the Office of Research Administration, to plan, organize, lead and monitor the financial and clinical performance of research and ensure regulatory compliance. This individual orchestrates the long-term viability and growth of the institutions' research programs by working closely with industry as well as our physicians to participate in clinical trials that will benefit our community by leveraging the expertise of our clinicians.



Essential Functions and Responsibilities of the Job



I. Financial

  1. Oversee all accounting functions to ensure compliance with all sponsoring regulations (i.e., OMB circulars, Medicare rules)
  2. Monitor, manage, and evaluate the fiscal performance of each study and research portfolio.
  3. Prepare monthly and quarterly financial statements.
  4. Perform and/or oversee all AP/AR functions, including purchasing, A/P, collections, receiving, invoicing and billing.
  5. Prepare and negotiate all budgets for clinical trial studies and Federal grants; prepare quarterly reports for all Investigators
  6. Analyze and evaluate vendor services to determine programs and providers that best meet the needs of MemorialCare, including negotiating services, payments, and terms


II. Human Resources

  1. Hire, train, supervise, evaluate (for potential promotion or discipline) and terminate employees.
  2. Provide overall control of and direction for personnel, including active participation in or approval of personnel actions.
  3. Maintain all personnel files, including all training records.
  4. Assure HR and payroll policies and procedures are followed for all hourly staff.
  5. Approve time off requests, track time off and sign bi-weekly timecards.


III. Grants and Contracts Management

  1. Review research protocols and negotiate budgets in accordance with CMS regulations.
  2. Coordinate with legal advisors to finalize contract terms.
  3. Monitors progress of contracts and maintains agreement documentation to ensure fulfillment of agreement terms, including receipt and expenditure of funds.


IV. Clinical Operations



a. Oversee all aspects of clinical operations, including supervision of staff.



b. Responsible for oversight of all studies, including determining and meeting recruitment goals and recruitment plans and assuring compliance with protocol.



c. Oversight of regulatory affairs coordinators



d. Ensure GCP, regulatory compliance and efficient start up processes for all new and existing research studies.



e. Manage the financial aspects of clinical trials to ensure accuracy and timeliness of service provider and site payments.



f. Create and manage clinical trial budgets and staffing/resourcing plans.



g. Work with outside sources to locate new study opportunities and distribute to proper Investigators interested in conducting research.



h. Oversee the development and technology team to ensure proper data collection systems are in place, are efficient and are accurate.



i. Educate Principal Investigators and coordinators on MemorialCare policies and good clinical practices.



j. Supports the direction and initiatives of the Office of Research Administration



k. “Other duties as assigned”.



*Placement in the pay range is based on multiple factors including, but not limited to, relevant years of experience and qualifications. Qualifications

Qualifications/Work Experience:

  • Bachelor's Degree, required, Mastrer's preferred


Education/Licensure/Certification:

  • ACRP-CCRC and /or SOCRA CCRP preferred
