Duties

The Field Operations Academy (FOA), within the Office of Training and Development, analyzes, designs, develops, implements, and evaluates all basic and advance training supporting the Office of Field Operations. The FOA identifies and develops various training requirements and delivery methods in the most cost efficient and effective manner to support Office of Field Operations personnel. The FOA provides training to a wide spectrum of U.S. Customs and Border Protection Officers and Agriculture Specialists who are responsible for securing the flow of people and goods across the borders at a Port of Entry.

As Executive Director, FOA, you will oversee the development and implementation of all nationwide training programs supporting Office of Field Operations personnel to execute the administration of laws and regulations relating to inspection and clearance of carriers, baggage, persons, and cargo arriving in the United States. You will train the Office of Field Operations workforce to detect and prevent terrorists and instruments of terror; plants, pests, and foreign animal diseases; organisms that could be used for biological warfare or terrorism; illegal drugs and contraband; illegal aliens; and importations/exportations contrary to law/trade agreements, from entering/exiting the United States.

You will establish strategic direction for the FOA aligned to both Office of Training and Development and Office of Field Operations policies, utilizing best practices in law enforcement training. You will exercise broad executive management authority in directing the proper utilization of employees, facilities, and other resources, and provide guidance and leadership in the establishment of objectives for various functions.

Position Designation: This position is designated as Career Reserved.

Probationary Period: You will serve a one-year probationary period unless you previously completed the probationary period in the SES.

Drug Testing: This position has been identified as a Testing Designated Position under the U.S. Customs and Border Protection Drug-Free Workplace Program. Satisfactory completion of the drug test is a condition of placement and/or employment in the position and the incumbent(s) of this position is thereafter subject to Random Drug Testing.

Lautenberg Amendment: This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition [TITLE 18, U.S.C., SECTION 922(G)(9)]. A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set-aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Candidates who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (TITLE 18, U.S.C., SECTION 1001).

Technical Qualifications - Mandatory

6. Knowledge of Federal inspectional laws, rules, regulations, and procedures pertaining to anti-terrorism and border protection/facilitation (e.g., trade compliance, passenger, immigration, agriculture, and cargo operations).

7. Experience leading complex training programs for a large organization or agency.

Additional information

Political Appointee Employee Verifications: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Relocation Bonus: CBP may authorize a relocation bonus (not to exceed 25% of basic pay) for an eligible selectee. A service agreement is required.

Relocation Expenses: We may choose to pay your relocation expenses in accordance with Federal Travel Regulations.

Travel: Occasional travel is required.

Telework eligible: Yes, based on agency policy.

Leave: You will earn 26 vacation days and 13 days of sick leave per year. In addition, the Government observes 11 regular paid holidays each year.

Background Investigation: This position is a sensitive position and the tentative selectee must undergo and successfully complete a background investigation as a condition of placement/ retention in the position.

A primary CBPO position is a frontline, rigorous Customs and Border Protection Officer, GS-1895, or heritage position(s) Customs Inspector, GS-1890, Immigration Inspector, GS-1816, and Canine Enforcement Officer, GS-1801. An employee must have performed the primary CBPO position for a consecutive period of at least 3 years and transferred directly to the secondary CBPO defined position without a break of more than 3 days to be eligible for the enhanced CBPO Retirement Coverage under Public Law 110-161, Division E, Section 535.
