The Municipal Police Training Committee (MPTC) is a state agency within the Executive Office of Public Safety and Security (EOPSS). The MPTC's mandate and mission is to set the police training standards for all law enforcement officers certified by the Massachusetts Peace Officer Standards and Training Commission (POST), and to develop, deliver, and maintain a record of that training for over 23,000 police officers (municipal, MBTA, environmental, campus, hospitals), deputy sheriffs, harbormasters, constables, and other statutorily defined personnel who perform police duties and functions in the Commonwealth. These responsibilities are to be carried out in a way that ensures high quality, standardized, community-oriented training.

The MPTC's training programs include a comprehensive, 800-hour basic recruit training program for new police officers, statutorily required annual in-service training programs, and specialized training programs. The MPTC's academies work closely with the local municipal police departments in their respective regions and are responsive to regional training needs and requirements. The MPTC operates 6 regional academies and oversees 10 authorized academies across the Commonwealth.

MPTC funding comes primarily from three sources: an annual appropriation ($17,270,777.08 in FY2024), revenue from the Municipal Police Training Fund (approximately $5,000,000.00 annually), and tuition fees from police academy recruits (up to a maximum cap of $2,800,000 annually). These funds support a full-time staff of 57 employees and a large part-time contingent of contract employees who serve as instructors and program coordinators.

The Executive Director of the MPTC is responsible for the overall management of the agency, including but not limited to budget, operations, personnel, facilities, training programs, and serving as the primary interface with police chiefs, constituents, and the public. The Executive Director reports to the Secretary of Public Safety and Security through the Undersecretary for Law Enforcement at EOPSS and has a reporting relationship with the 15-member Committee that provides guidance on the training program standards that are set by the Committee and developed and delivered by the MPTC, as well as higher level budgetary and administrative matters.

Executive Director Primary Duties and Responsibilities:
  • Oversees the day-to-day operations of the agency.
  • Manages the agency's full-time staff and contracted employees who provide services to the MPTC, including hiring, assigning, evaluating and, when necessary, disciplining and terminating personnel.
  • In conjunction with the Division of Capital Asset Management and Maintenance (DCAMM), manages the MPTC's facilities, including matters relating to rent, leases, repair, maintenance, and usage.
  • In consultation with EOPSS and the Committee, is responsible for preparing budgets and spending plans, financial planning, and risk management.
  • Attends monthly meetings of the Committee as well as meetings of its sub-committees, and otherwise remains responsive to the Committee and works to implement the Committee's policies and programs.
  • Works collaboratively with the Massachusetts Peace Officer Standards and Training (POST) Commission on shared initiatives including the implementation of the 2020 police reform law.
  • Maintains constructive and professional working relationships with constituents, including police chiefs, police officers, and regional and statewide police associations such as the Massachusetts Chiefs of Police Association (MCOPA) and the Massachusetts Major City Chiefs Association (MMCC) including attending MCOPA/MMCC meetings and working collaboratively with these constituents and others to develop and deliver quality training programs.
  • Oversees the development, delivery, evaluation, and consistency of basic recruit training to new police officers, and specialized and in-service training to veteran officers through regional police academies and training centers operated or authorized by the MPTC.
  • Ensures that the MPTC is responsive to and works to meet the training needs of all Commonwealth law enforcement officers subject to POST's certification requirements.
  • In consultation with EOPSS and the Committee, works on policy and legislation, meets with legislators and public officials, and otherwise works to promote the MPTC and enhance the agency and the system of providing training to the Commonwealth's police officers.


Preferred Qualifications:
  • Advanced degree in public or business administration, law, criminal justice, education, or another relevant field.
  • Prior experience as a Chief Executive Officer or senior manager in a law enforcement organization or education/training/certification organization.
  • Prior experience developing and/or delivering training and education programs to law enforcement officers.
  • Prior experience evaluating the effectiveness of training and education programs.
  • Substantive knowledge and experience with the criminal justice system and policing in Massachusetts.
  • Excellent communication skills.
  • Commitment to expanding, supporting, and retaining a diverse workforce.


Qualifications:
MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) eight (8) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least five (5) years must have been in a managerial capacity.
