Job Summary

The Executive Director of Recruitment and Selection oversees and manages the recruitment and selection of all school-based and administrative positions across The School District of Philadelphia. The Executive Director sets the vision and strategy for ensuring there are great teachers in every classroom, excellent school leaders in every school and first-rate executive, central office, and support staff across the District.

The Executive Director manages a team of Recruitment and Selection Specialists, Senior Recruitment and Selection Associates and Managers of Recruitment and Selection who execute effective and proactive recruitment strategies to build and maintain robust, dynamic pipelines of diverse and highly-qualified candidates, and then seek to convert candidates to applicants, including executing high-quality recruitment events, managing social media accounts and developing effective marketing campaigns.

In addition to team management, the Executive Director is responsible for building and maintaining partnership with universities, alternative certification/residency programs, fellowship programs and non-profits to support identifying top candidates for the District. The Executive Director oversees the selection processes for each level of hiring, making sure they are objective, competency-driven and rigorous, and strategically engages additional partners to support with the volume of screening required for teacher and principal selection.

Critical to the selection process is ensuring it is research-based, and the Executive Director works closely with the Office of Educator Effectiveness to measure selection data against evaluation data to inform ongoing improvements to the selection models. The Recruitment and Selection Team partners closely with the Staffing Team, making sure that the pipelines meet the hiring needs of our schools.

Essential to this team is a strong customer service orientation, focused on providing exceptional support to hiring managers across the District.

Essential Functions

• Develops, implements and directs the District-wide recruitment program focused on attracting and retaining the highest quality, diverse workforce.

• Collaborates closely with senior district leadership and school leaders to meet current and future staffing needs.

• Develops short and long-term recruitment and retention strategies to achieve required instructional, leadership and support staffing levels.

• Maintains active and robust candidate pipelines for instructional, leadership and support positions.

• Develops and maintains relationships with colleges, universities and community organizations and creates partnerships with such entities and organizations to help the District identify highly qualified candidates.

• Designs and directs high-impact selection processes and procedures focused on attracting the highest quality candidates and which incorporates diversity initiatives into the recruiting process.

• Ensure compliance with legal requirements related to hiring and certification.

• Builds and develops a highly motivated team to deliver excellent customer service to all applicants and District customers.

• Develops and manages recruiting materials and methods including the District's recruiting website, position advertisements and on-line recruiting sites.

• Manages special projects as required.

• Represents the District at job fairs, meetings, conferences and other functions as needed to promote hiring by the District.Minimum Requirements

• Bachelor's degree from an accredited college or university in human resources, strategic management, public administration, education or a related field.

• Ten years of full-time, paid, professional experience in Recruiting, Talent Development, and/or Human Resources, five of which have involved managing all or part of a recruiting function, including being the supervisor of or directly accountable for the performance of multiple recruiters.

• Demonstrated ability to successfully recruit teachers and college recruiting experience is desired.

• Teaching and/or school-based administrative experience at the elementary, middle or high school levels is preferred.

• Extensive work with computer software, including but not limited to employee applicant tracking and on-boarding systems, Microsoft Office Suite, project management software and database applications.

o Prepare executive level memos and statistical reports.

o Manage a team of recruiters and support personnel.

o Develop solutions to complex recruiting problems.

o Effectively communicate orally, in writing and at group presentations.

o Establish and maintain effective working relationships with staff and partners.

o Motivate staff and partners to achieve stated goals.
