The nine members of the Commission are appointed by the Governor and confirmed by the State Senate. Seven members are chosen for their general expertise related to the control, storage, and beneficial use of water and two are chosen for their knowledge of the environment. The Commission provides a public forum for discussing water issues, advises the Department of Water Resources (DWR), and takes appropriate statutory actions to further the development of policies that support resilient water resource management in a changing hydrology. Statutory duties include advising the Director of DWR, approving DWR rules and regulations, and monitoring and reporting on the construction and operation of the State Water Project.

The Commission is responsible for the implementation of the Water Storage Investment Program, a $2.7 billion bond-funded program passed by voters in November 2014. The Commission adopted regulations governing the program in 2016, a competitive review process occurred in 2017 and 2018, culminating in Commission conditional determinations on the amount of funding projects could receive if they complete statutory requirements. Projects continue to work to meet the statutory requirements of Proposition 1 (2014) before returning to the Commission for a final award.

POSITION DESCRIPTION

The California Water Commission is seeking a leader with a solid foundation of knowledge regarding California water policy issues, especially water storage, to become its new Executive Officer. The Executive Officer, who will be located in Sacramento, California, serves as the primary liaison to the nine-member Commission, represents the Commission on statewide issues, directs the Commission staff and work activities, and is accountable for the success of the Commission in fulfilling its statutory obligations related to Governor's Office directives and the Water Storage Investment Program.

The Executive Officer is responsible for carrying out the policies of the Commission and for planning, organizing and directing the activities of the Commission. The Executive Officer maintains and enforces the overall policies established by the Commission under the authority of Water Code sections 150 et. seq. The position is exempt from civil service.

    The new Executive Officer must be a highly competent and experienced professional with a demonstrated track record of successful managerial and policy accomplishments.

    A Bachelor's degree is expected and a Master's degree in public policy, administration, political science, engineering or the environmental sciences is preferable.

    • Demonstrated ability to work within an organizational or governmental structure;
    • Administrative experience; including, but not limited to the ability to prepare, understand and work with a government budget, develop regulations, rulemaking, policy development, and implementation;

    • Experience working with and taking direction from a commission, board or committee;
    • Knowledge of water policy issues, opportunities, and challenges facing California;
    • Knowledge of the scope and purview of the Water Commission, particularly the Water Storage Investment Program;
    • Adept problem solver and competent facilitator;
    • Possesses a high level of initiative, dependability, tact, sound judgment, and adaptability;
    • High ethical standards and is a person of exceptional character who naturally earns the confidence and trust of others;
