Summary

The Facility Operations Specialist supports an organization of facilities and equipment through the supervision of multi-year/operational budgets, and the utilization of new information technologies. These duties provide stewardship of assets/facilities ensuring visitor use and enjoyment as well as the protection of natural and cultural resources.

Duties

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service.

The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.

Some of the duties you will perform will include, but are not limited to:
  • Develops project requests, scopes of work, project goals, contract document development, objectives deliverables, detailed scheduling and construction contract management as well project alternatives.
  • Develops facility projects in PMIS including coordination and evaluation of work order plans and costs.
  • Experience as a Contracting Officer's Representative (COR) for a facility management program.
  • Responsible for the developing, tracking, and reporting on facility related Task Agreements and projects.
  • Monitors and updates facility project management databases to ensure data is kept current.

Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you.   • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work weekends, holidays, and overtime.
  • You will be required to complete a one-year trial period.
  • You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to obtain and maintain a Level II Contracting Officer's Representatives' Certification to oversee and assist with park contracts and acquisitions.


Qualifications

All qualifications must be met by the closing date of this announcement-10/28/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. EXPERIENCE: One year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience includes but is not limited to:working within a cooperative management system; assisting with facility operations and project management which includes development and monitoring a facility management program and project objectives; tracking project work plans and budget; asset identification and inventory including condition assessment, cost estimating, work order generation, and life cycle information for a park, recreation facility, military or other special-purpose installations. You must provide hours per week and to/from dates (month/year) on your resume.

EDUCATION: Successfully completion of at least a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as engineering, industrial arts, property management, or business administration. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from school, 18 semester hours should be considered an academic year of graduate study. You must provide copies of your transcripts.

COMBINATION OF EDUCATION AND EXPERIENCE:
A combination of education and experience as described above. NOTE: Only graduate level education in excess of one year may be combined with experience. To calculate your percentage of qualifying graduate education, divide your number of semester hours in excess of 18 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. The total must equal at least 100 percent to qualify. You must provide copies of your transcripts and the hours per week and to/from dates (month/year) on your resume.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

Physical Demands: Work is mostly sedentary in an office setting. At times, physical exertion such as crouching, stooping, stretching or lifting of moderately heavy items (under 50 pounds) is required.

Working Conditions: The work involves regular and recurring exposure to moderate risks and discomforts associated with the operation repair and maintenance of park infrastructure and equipment. There are occasions of exposure to risk situations.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
