Job Summary

* This position has a flexible work arrangement that may allow for telework or a mixture of working in our office and telework. This position does require weekly in office work to process mail for the Family Child Care unit.

*Potential travel for on-site meetings and trainings; up to 5%.

This position, acting under general supervision and procedural control, exists to develop, implement, and monitor technical processes relating to the Licensing Division's administration and oversight of statewide licensing systems for family child care services which are delegated to county agencies to perform the front-line licensing functions.

Responsibilities include:
  • Evaluate and issue routine licensing variances, complete data entry for Preliminary Information Forms (PIF) and withdrawal forms.
  • Coordinate and evaluate county agency recommendations for licensing sanctions based on applicable licensing statutes, rules and division processes.
  • Provide information and referral services to counties, individuals and organizations contacting the Family Child Care Unit so that they will have information sufficient to understand their role and responsibility in the licensing process.
  • Evaluate and coordinate background study disqualifications of license holders, applicants, and other individuals required to have a background study for Family Child Care.
  • Review forms that have been submitted from the county agency for processing to determine the forms are complete and accurate.
  • Conduct initial assessment of county agency recommendations for licensing sanctions to determine whether the submission is complete and whether additional information must be obtained from the agency; if more information is required, communicate the requirements to the agency.
  • Triage, prioritize, and assign more complex licensing sanction recommendations to Family Child Care Licensing Consultants.
  • Respond to requests by telephone, in writing, or in person explaining the complex administrative requirements of the licensing process and the actions required of parties involved.


Qualifications

Minimum Qualifications

Two (2) years advanced administrative support, paraprofessional, or technical experience with in a licensed program or at a county agency providing licensing oversight; OR

Associate degree in Human Services, Early Childhood, Paralegal, Education or related field and 1 year advanced administrative support, paraprofessional, or technical experience with in a licensed program or at a county agency providing licensing oversight ; OR

Bachelor's degree in Human Services, Early Childhood, Paralegal, Education or related field.

Experience must demonstrate the following:
  • Using or managing various databases.
  • Evaluate, assess, and respond to inquiries and recommendations.
  • Knowledge of licensing appeals processes.

Preferred Qualifications
  • General knowledge of the following requirements sufficient to work independently, to make appropriate referrals and to comply with division protocol:
    • Minnesota Statutes, Chapter 13 (the Minnesota Government Data Practices Act)
    • Minnesota Statutes, Chapter 14 (the Administrative Procedures Act)
    • Minnesota Statutes, Chapter 245A (the Human Services Licensing Act)
    • Minnesota Statutes, Chapter 245C (the Human Services Background Studies Act)
    • Minnesota Statutes, section 256.045 (the fair hearing statute)
    • Minnesota Statutes, sections 260E (the Reporting of Maltreatment of Minors Act)
    • Minnesota Rules 9502 pertaining to Family Child Care licensure by the Department of Human Services.
  • Effectively work with a wide range of persons, including those who may be distraught, demanding, or angry.
  • Possess high standards for accuracy of work and must be able to work independently.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
