The Federal Grants Accountant II is a critical position of NSD's Accounting Section as it is responsible for preparing complex, specialized fiscal analyses of the various federal grants administered by the department to ensure adherence to regulations and requirements of federal, state, and agency grant funds. This position will focus on the utilization of SAP for grant reporting and will help the department with the various grant budgets. Additionally, this position will prepare complex financial reports ensuring all assigned federal formula grant financial requirements are met timely and support NSD staff to develop strategies to ensure compliance. Other duties of this position may include assisting in preparing Journal Entries, reconciling accounts, reviewing, approving payment activities, and recording revenue transactions. This position works under the supervision of the Budget Analyst II.

This position is primarily funded through the U.S. Department of Housing and Urban Development's (HUD) Neighborhood Stabilization Program (NSP) grant. The primary job duties include financial oversight of the NSP grant program including the utilization of HUD's Disaster Recovery and Grant Reporting (DRGR) system for the processing of Program Income receipts and expenditure Draw Requests. This position is also responsible for financial reporting and oversight of the U.S. Department of Energy's Weatherization program, administered by the Arizona Department of Housing and HUD's Lead & Healthy Homes funded activities, as well as other state and local grants as applicable. The Federal Grant Accountant II assists with City budget preparation and SEFA reporting as well as assisting with Federal and Single audits. This position works closely with program staff on cost analysis and grant compliance with spending regulations.

Although this position does not currently supervise, an Account Clerk III may be assigned to this position as a direct report. The NSD Accounting team works closely together, therefore there are opportunities to cross-train in various other areas based on interest and work capacity.

Areas of responsibility include, but are not limited to:
  • Preparing monthly and annual expenditure tracking reports.
  • Reconciling and balancing financial reporting systems for multiple grant funds and fund years.
  • Tracking expenditure timelines to adhere to complex federal expenditure requirements.
  • Costing for City budget processes.
  • Preparing grant agency submittals.
  • Preparing the annual SEFA report for submission to the Finance Department.
  • Preparing all internal, Federal, and Single Audit reviews as required.
  • Support Accounts Receivable and Accounts Payable duties for the department.
  • Conducting analysis of expenditure and financial data.
  • Collaborating with program and fiscal staff within NSD and in other City Departments relative to the use of grant funds.
  • Supporting grants funded by the U.S. Department of Housing and Urban Development and utilize HUD's database to set up, fund and request reimbursement of federal funds.
  • Creating and maintaining complex EXCEL workbooks and spreadsheets working with tables and/or using complex formulas for reporting and reconciliations to support operations and expenditure tracking.
  • Demonstrating superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.
  • Demonstrating transparency, accountability, and leadership in public administration.
As a salaried position, the Federal Grants Accountant II may work more than forty hours in a workweek without additional compensation; this includes weekends, evenings, early morning hours, and holidays as required. Currently, the City does allow supervisors to telework up to two days per week.

SALARY

Pay Range: $55,806.40 - $100,235.20 annually.

Hiring Range: $55,806.40 - $86,590.40 annually.

MINIMUM QUALIFICATIONS

  • Three years of professional level experience in accounting.
  • Bachelor's degree in accounting or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Three years of experience:
    • Utilizing SAP to reconcile grant expenditures.
    • Utilizing federal information systems, preferably IDIS or DRGR to facilitate expenditure draws.
    • Supporting the preparation of the SEFA.
    • Supporting federal and single audits.
    • Managing and/or implementing processes that meet state or federal guidelines.
    • Preparing reports or other communication at various levels - management, professional staff, or agencies.
    • With fiscal monitoring/reporting for federal grant funds, specifically HUD grants.
    • Reconciling federal grant awards.
    • Receipting program income.
    • C ompleting draw requests for federally funded grants.
  • Experience with:
    • Contracts procured in adherence to local and federal procurement regulations.
    • Payroll policies and procedures.
