Under California Government Code 14200, this position is eligible for hybrid telework for eligible applicants residing in California, with on-site presence required at least two times per week. Candidates who reside outside of California may be interviewed; however, the selected candidate must have a primary residency in California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded. In accordance with CSD's Policy Directive 22-001, all telework employees utilize a shared workspace or "hotel" space when working on-site and may be required to report in-person to headquarters and/or off-site locations more frequently as determined by management. Under the direction of the Staff Services Manager I, the Associate Governmental Program Analyst (AGPA) will be part of a team that is responsible for maintaining the effective administration of the Department of Energy Weatherization Assistance Program (DOE WAP), Low-Income Home Energy Assistance Program (LIHEAP), Low Income Household Water Assistance Program (LIHWAP), and other programs as developed within the Energy and Environmental Services Division. The AGPA monitors, evaluates, and provides training to the local service providers which consist of Community Action Partnerships (CAPs), Community Action Agencies (CAAs), private non-profit organizations, and local governmental entities. The AGPA is designated as a subject matter expert on specific program related subjects to ensure the assigned service providers comply with the provisions set forth under the contract and the referenced federal and state laws and regulations. The AGPA may travel to all areas of California up to 30% of the time and/or on an as needed basis.
