Job Summary

The position exists to provide strategic oversight of the Minnesota Film Production Tax Credit Program at Explore Minnesota. This position will work in collaboration with the Deputy Director of Film, the position provides strategic insight as it relates to the film industry development focus and opportunities and ensures full integration and cooperation across the division. This position will be responsible to manage the details of the incentive process from beginning to end, including developing guidelines and RFP's, assessing applicant eligibility and conducting a detailed review of production expenses to determine eligibility for the program, all based on established rules and procedures . This position is responsible for the communication and organizational development of the program and will work closely with program administrators. This position works closely with the Deputy Director of Film, to set strategic priorities for the department and develop annual initiatives and budgets.

Job duties include, but are not limited to:
  • Lead administration of the Film Production Tax Credit.
  • Provide strategy and leadership for the administration of the Film Production Tax Credit program.
  • Engage with, solicit feedback from, and provide information to state and industry leaders.
  • Organization skills to conduct research and track data.
  • External promotion of Film Production Tax Credit Program.


Qualifications

Minimum Qualifications

  • Minimum of three (3) years of experience working with film production incentive programs.
    • Bachelor's degree in film production, media, Project Management, or a closely related fieldas determined by the agency may substitute one year of experience.


  • Experience in the film and TV production industry.
  • Strong research skills in areas of state government legislation, economic impact, film industry production pipeline.
  • Knowledge of basic accounting to process tax credit.
  • Knowledge of project management principles, including planning, prioritizing, organizing, overseeing vendor work, and coordinating multiple projects around tight timelines.
  • Ability to manage multiple and diverse tasks ranging from marketing to communications, stakeholder engagement, vendor contracts and legislative relations.
  • Ability to work cooperatively with a wide range of people, contractors, tourism/business stakeholders.

Preferred Qualifications
  • Experience leading cross-functional project development from project inception to debriefs.
  • Ability to work with a wide range of internal and external stakeholder to obtain information to support project development and maintenance.
