About The Position

Partners for a Hunger-Free Oregon is seeking a Finance and Operations Lead to oversee the organization's financial and administrative functions. Key responsibilities include financial tracking and reporting, compliance, budget monitoring, grant and project budget creation, payroll, and accounts payable and receivable. They also ensure that accounts and leases for office operations, such as technology, software, and rent are current. This role requires an experienced and detail-oriented leader to ensure the organization's financial health and operational efficiency while upholding compliance and best practices.

Roles and Responsibilities

Financial Management
  • Works with accounting and bookkeeping contractors to close monthly financials and complete and file annual 990. Reports monthly and annual finances to board and staff.
  • Ensures that the organization is following GAAP and our own fiscal policies
  • Supports leadership with annual budget ($1M-$2M) process each spring (fiscal year is July-June), through collective budgeting principles to ensure that the budget reflects all estimated revenue and expenses.
  • Supports staff to build their understanding of budget processes and provides guidance on program spending decisions as needed
  • Provides grant budgets and grant spending reports as requested.
  • Manages accounts payable & receivable, invoices quarterly for our 2 state contracts
  • Manages employee payroll and benefits

General Operations Duties
  • Participates in the Finance and Admin Circle to facilitate close collaboration between the Co-Executive Directors, development, and program staff
  • Ensures technology and office equipment are functioning. Oversees Google Workspace administration.
  • Coordinates with IT third party vendors to keep technology up to date and solve problems
  • Coordinates with property managers on issues of facilities management

Compliance & Risk Management
  • Ensures that all insurance policies and workers compensation are current.
  • Ensures that the organization's policies, such as the employee handbook, are aligned with current labor laws and other federal or state laws and policies
  • Maintains HR and financial files in accordance with document retention policy
  • Ensures that any compliance reports are completed and filed on time.

Other Duties
  • Participates in all-staff meetings and other all-staff events
  • Other duties as necessary

Preferred Experience and Qualifications:

The successful candidate will bring a strong equity lens to this work and a deep commitment to and passion for social and food justice. This candidate will have several, but not necessarily all of these qualities:
  • Three or more years experience in financial and operational leadership within a nonprofit organization, in at least 3 of these areas:
    • Payroll and benefits management
    • Accounts payable/receivable
    • Financial tracking and record keeping
    • Experience leading collaborative budgeting processes, developing equity-based employment policies, or in shared-leadership environments are a big plus.
  • Personal lived-experience of systemic hunger and poverty and/or its root causes (such as racism, anti-Blackness, xenophobia, transphobia, Islamophobia, sexism, heterosexism, cis-sexism, ableism, ageism, anti-fatness, ethnocentrism, and/or classism or other systems of oppression).
  • Ability to manage multiple projects simultaneously in a fast-paced environment with little direct supervision. Must be able to pay attention to details, be vigilant about tracking goal progress, and meeting deadlines

Our workplace in southeast Portland is currently a hybrid in-person/remote setting, with no set expectation of a certain number of hours in the office. Staff are expected to come to the office as needed to carry out responsibilities under their role. All staff are highly encouraged to attend all-staff caucus in-person (once every two weeks, Wednesdays 10-12). When in the office, staff are following Covid protocols and supplies and systems are in place to provide a safe working space. We encourage and support staff to be fully vaccinated against Covid.

Partners for a Hunger-Free Oregon is a statewide anti-poverty advocacy organization with a small staff of ten. We understand that leadership comes from those with lived experience and that hunger and poverty do not exist on their own, but rather a result of overlapping systems of oppression that create layers of privilege and inequity.

We bring this to our approach to operations as well, focusing on bringing staff and community together to set our direction through collective budgeting and collaborative strategic planning.

Benefits and Schedule:
  • Full-time, exempt, with full benefits and work schedule flexibility. PHFO strives to develop workloads assuming a full-time schedule of 36 hours a week.
  • $70,000 - $79,000 (DOE) (bi-weekly pay periods). Because our salary system centers equity, transparency, and sustainability, salary offers for this position are not negotiable.
