Job Description

Primary Job Function:

The US federal and state governments are significant customers of AbbVie, ensuring patients covered under their numerous healthcare programs have access to our medicines. Included in these programs are Medicaid and the 340B, both of which provide healthcare benefits to indigent and disadvantaged individuals. AbbVie contributes to the success of both of these programs by providing discounted prices on our products. Incumbent will be responsible for various facets of the 340B program, including, but not limited to calculation and publishing of pricing , 340B contract operations, entity refunds, annual true-up process and 3rd party contract, and 340B policy administration. Incumbent will provide financial analyses in support of 340B. Incumbent will be responsible for analyses related to both the Bona Fide Service Fee (BFSF) and Fair Market Value (FMV) processes. The individual will own the FMV Tool and 3rd party vendor relationship and ensure an understanding of Fee-for-Service (FFS) contracts and their impact to Government calculations, in conjunction with cross-functional teams within AbbVie. The incumbent is expected to serve as a BFSF/FMV subject matter expert/liaison for all internal and external stakeholders. Incumbent will be responsible for the Pricing and Planning Monitoring Program development, execution, and KPI communications.

Core Job Responsibilities:
  • Oversee the quarterly 340B calculation activities; calculations, analyses, submission, and presentation for Senior Leadership review; contract maintenance activities
  • Represent AbbVie as a liaison to 340B customers (i.e. entity refunds, policy questions, 340B communications mailbox, etc.)
  • Manage the annual true-up process; own the relationship/vendor contract, ensuring accurate recalculation and distribution of entity funds
  • Data analytics and problem solving with regards to 340B using tools such as Model N, Power BI, or other data sources and performing tasks such as conducting trend analyses or presenting to leadership or other teams as needed.
  • Support legislative activities (i.e. IRA implementation, MFP, etc.) ensuring timely and compliant administration of any needed updates and changes
  • Responsible for all activities and financial analyses related to the Bonafide Service Fee (BFSF) and Fair Market Value (FMV) processes associated to government price reporting. Inclusive of ongoing training of the checklist process to cross functional teams within AbbVie.
  • Manage the end-to-end process on the BFSF SharePoint site as well as within the program, Contrax, with the use of Adobe Quick Sign.
  • Manage the BFSF/FMV 3rd party vendor contract and relationship; Annually create BFSF/FMV purchase order (PO); managing budget transfers and reconciling the PO.
  • Interacting continuously with Supply Chain Trade Marketing, Brand Management, MABI, Government Pricing team members, Legal, OEC, as well as external customers as needed.
  • Responsible for developing and executing the annual monitoring activities for Pricing and Planning, ensuring leadership and OEC alignment
  • Identify any outliers in the monitoring program and partner to propose solutions to reduce/eliminate audit risk
  • Manage any individuals looking for developmental opportunities that will help support the monitoring program
  • Maintain procedural documentation (DTP's, SOP's, and reasonable assumptions) as required by changes in legislation and business practices for areas of responsibility.
  • Assist various projects related to government system upgrades and/or enhancements.
  • Support and test government system upgrade and/or enhancements impacting the area.
  • Perform ad hoc legal, management, forecasting requests and other duties, as assigned.

Position Accountability And Scope:
  • The incumbent must demonstrate sound business judgment within the scope of defined guidelines. This position will report to the Director , Government Programs. This position will have frequent interaction with other Government Pricing director, managers, analysts and IT counterparts, due to an interdependence of government calculations.


Qualifications

Minimum Education:
  • B.A./B.S. plus 6-10 years business experience, preferably with a concentration in contracting, Medicaid/340B related activities or financial analysis (e.g. in finance or related business areas, preferably in government pricing).

Minimum Experience/Training

Required:
  • Incumbent must have gained a basic understanding of Medicaid law, Medicaid/Medicare Fraud & Abuse statutes, and AbbVie's Corporate Compliance Program within 6 months of assuming responsibilities.
  • Problem solving and integrity are key competencies of this position. Must have intermediate or higher level skills with: MS Access, Excel and WORD and must have excellent data mining skills. The current department process and procedures include using: MS Excel formulas, Pivot Tables, Index Matching, Macros, MS Access Queries and Databases. The employee will be required to master these skills within 6 months of entering this job function. Proficiency with Model N, SAP (ECC 6.0 cCust app), and other related government systems and interfaces is desirable but not required. Must possess an ability to analyze and resolve problems quickly utilizing a variety of detailed data sources, as well as documenting rationale for resulting decisions.
  • The ability to interact with and support senior level management and to partner effectively and independently in a matrix organization.
