The City of Phoenix is currently seeking Finance Procurement Managers, Finance Procurement Officer* Leads, and Finance Procurement Officers to fill multiple vacancies within the Finance Department Central Procurement Division. This division is responsible for purchasing a large variety of general goods and services, professional services, and technology which support citywide programs and operations.

All positions will conduct a variety of procurement activities including preparation of specifications, conducting competitive solicitation processes for commodities and services (public postings, creation of addenda, evaluation, negotiations, award and execution) and preparation, renewal, and monitoring of citywide commodity and service contracts. The Finance Procurement Manager and Finance Procurement*Lead positions will also have supervisory responsibilities.

The Finance Procurement Manager positions may also have specialized responsibilities related to different areas of focus. Responsibilities may include establishing processes, training, automation, continuous improvement, use of technology related to citywide procurement, including developing and administering procurement trainings that encompass both procurement policy/procedure and hands-on processing, administration of existing systems and leading citywide implementation efforts for new procurement products and technology, small business initiatives, and business outreach consisting of coordinating with city departments, businesses, and related organizations to promote business opportunities with the City of Phoenix and increase participation by local/small businesses.

The primary difference between each classification is based on years and variety of procurement experience, level of responsibility, and supervisory experience. Additionally, this recruitment may be used to fill subsequent vacancies in the related jobs such as Buyer and Senior Buyer .

SALARY

Finance Procurement Manager

Pay Range: $90,916.80 to $134,326,40 annually.

Hiring Range: $90,916.80 to $116,022.40 annually.

Finance Procurement Officer*Lead

Pay Range: $82,451.20 to $127,920.00 annually.

Hiring Range: $82,451.20 to $100,235.20 annually.

Finance Procurement Officer

Pay Range: $71,240.00 to $121,825.60 annually.

Hiring Range: $71,240.00 to 90,916.80 annually.

MINIMUM QUALIFICATIONS

Finance Procurement Manager
  • Four years of professional procurement experience, two of which involved overseeing the procurement activities of a high-volume governmental procurement section including experience in contract administration and contract writing.
  • Bachelor's degree in business or public administration, public policy, finance, or a related field.

  • Three years of professional level procurement experience in a public sector or similar environment.
  • Bachelor's degree in business or public administration, public policy, finance, or a related field.

Finance Procurement Officer
  • Three years of experience preparing and administering professional services contracts in a public sector setting.
  • Bachelor's degree in public or business administration.

Required of all positions:
  • An equivalent combination of related experience and education that meet the minimum requirements may be considered.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Certified as:
    • Professional Public Buyer (CPPB)
    • Public Procurement Officer (CPPO)
    • Professional in Supply Management (CPSM)
    • Purchasing Manager (CPM)
  • Certifications in:
    • Project Management
    • Lean Six Sigma
  • Public sector procurement experience.
  • Experience with SAP/SRM or other e-procurement system.
  • Experience leading projects or initiatives and engaging both internal and external stakeholders.
  • Proficiency using Microsoft Office products.
