Summary

As a Financial System Analyst, the incumbent shares responsibility with the Supervisory Budget Analyst, on an equal basis in serving in the absence of the Supervisor on all committees and meetings. Work jointly with Program Offices in establishing a complex integration process of other financial and program system to contribute to the effective financial management of VA Major Construction program. This position is located at the in Construction and Facilities Management in Washington, DC.

Duties

As a Financial System Analyst, the incumbent shares responsibility with the Supervisory Budget Analyst, on an equal basis in 1) providing technical advice on all matters relating to iFAMS; 2) serving in the absence of the Supervisor on all committees and meetings. Work jointly and in conjunction with Program Offices and other Administrations in establishing and maintaining a complex integration process of other financial and program system to contribute to the effective financial management of VA Major Construction program currently in the system and the future migration of the Minor Construction program. Plans, manages, and performs independent analysis, evaluation, and validation of new automated systems that integrate with iFAMS and changes to existing systems. Develops useful interfaces utilizing a wide range of software products in evaluating the effectiveness of converting data into the proper format, i.e., MS Office Software (MS Access, MS Excel, MS Word, MS PowerPoint), and FoxPro.

Coordinates the resolution of system issues arising from such factors as changes in legislation, regulation, and standards; tests system changes to ensure they do not compromise reporting requirements; evaluating and implementing proposals to integrate. the system with interfacing administrative support and functional program information systems. Exercising critical thinking and performing deep analysis in understand OCFM business process, identify and document the impact areas, and uncover and understand business rules, success factors, potential gaps/barriers to success, and Key Performance Indicators. Conducting quality assurance on data analysis and reviewing findings that makes improvements, solves problems, or takes corrective action when problems arise. Employs data gathering, and analytical techniques, and evaluation methodologies to develop documentation and recommendation on the appropriate approach to meeting existing and future financial management system needs from a range of automated and procedural alternatives.

Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

The full performance level of this position is GS - 13. At the level GS-9/11/12, you will perform similar duties but under closer supervision.
