Summary

This position serves as the Financial Analyst for the Office of Intelligence, Security and Emergency Response (S-60) in the Office of the Secretary, US Department of Transportation (DOT).

Duties

As a Financial Analyst, you will:

  • Assist with tracking and maintaining costs associated with mission assignments and working with Federal Emergency Management Agency (FEMA) and OST Operating Administrations to provide quarterly reporting on all expenditures on mission assignments.
  • Serves as an advisor to S-60 program managers and staff on the interpretation of accounting policies and regulations related to appropriation and their application to complex acquisitions or controversial matters.
  • Support the Associate Director with the Internal Control Program activities as required by the Federal Manager's Financial Integrity Act and OMB Circular A-123, ensuring total compliance.
  • Provide expert advice to leadership on a wide variety of highly complex financial issues.


This position is responsible for performing a broad range of financial functions in the areas of budget, travel, acquisitions, financial management, and FEMA mission assignments in support of S-60. The ideal candidate will maintain a state of personal readiness to assist with emergency duties at any time in response to actual or exercise alerts and to move, upon direction, to remote operating facilities as provided in current preparedness plans of the agency. During threats, crisis and natural disasters and manmade disasters the position serves on the FEMA Mission Support Team of which holds the responsibilities with assisting with all mission assignments for all of DOT, this includes working with Operating Administration representatives to allocate mission assignment funding to them, tracking expenditures on mission assignments to include overtime and travel, tracking and assigning accounting strings, object class codes, as well as CASTLE codes necessary for all payments to be completed. Also, the ideal candidate will be responsible for processing, tracking, and monitoring all reimbursable agreements for S60.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience making, reconciling, and tracking all purchase card transactions or any type of transaction for a program office and ensuring that all vendors are in compliance with the National Defense Authorization Act Section 889.
  • Experience with mission assignments as it pertains to issue a work order to another agency directing the completion of a specific task.
  • Experience assisting with tracking and maintaining costs associated with mission assignments and tracking quarterly expenditures.
  • Experience with development of annual budget; providing financial management oversight for procurements, inter and intra-agency agreements, small purchases, and travel; and advising, coordinating, and communicating financial information internally and externally.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. FEMA Mission Assignments- Understands mission assignments as it pertains to the Stafford Act Declared Incidents Only Act used by FEMA and knowledge of tracking and maintaining cost associated with the mission assignments and OST Operating Administration.
  2. Financial Management - Understands the organization's financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities.
  3. Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.
