Official Position Description:

Prepares, Examines &/or analyzes accounting records, financial statements, or other financial reports to assess accuracy, completeness, & conformance to reporting & procedural standards: Conducts complex reconciliation of records (e.g., Minority Business Enterprise (MBE)/ Encouraging Diversity, Growth, & Equity (EDGE), payment card threshold, Medicaid) . Processes account payable including determining coding for transactions. Develops forms & manuals for accounting procedures. Researches & analyzes transaction errors (e.g., budget, coding, interface) & resolves without external involvement. Administers accounts outside of Terms of Service (TOS) (e.g., custodial, independent, client, inmate). Researches questionable &/or unauthorized payment card transactions. Monitors & analyzes outstanding Accounts Receivable (A/R). Reviews expenditures to ensure allowable costs are within the Period of Availability (POA) . Monitors CAP for state &/or federal auditors. Monitors & analyzes assigned district(s) & cost center budgets & reports information back to responsible managers

Relieves superior of routine administrative duties: Assists with &/or prepares travel requests to ensure all travel transactions follow policy guidelines. Serves as liaison for variety of ODOT programs (e.g., boot program, uniform programs, safety reporting, accident report data collection) Purchases materials; prepares & monitors budget; & performs inventory spot checks using a computer & related software (e.g., EIMS, Fuel Master) Prepares reports, presentations, & other documents using computer & related software (e.g., Microsoft Office). Performs public relations duties (e.g., greets visitors; researches & responds to inquiries & complaints; answers phone; receives, processes, & sorts incoming & outgoing deliveries &/or mail) Represents assigned district(s) & cost center managers at meetings/events. Assists in developing new procedures related to established program policies; disseminates information (e.g., policies &/or processes) to employees.

Performs payroll activities: Reconciles complex leave information in Ohio Administrative Knowledge System (OAKS) &/or agency-specific system (e.g.military, Occupational Injury Leave (OIL), disability, workers compensation, garnishments). Processes off-cycle manual paychecks. Reviews/assists managers &/or employees with payroll data/records (e.g., Kronos, OAKS, Overtime Roster, Reporting systems)

Performs other related accounting duties: Determines the amount for daily cash draws. Closes out allocations at end of State Fiscal Year (SFY). Calculates service charges from established rates. Performs debt collection process (e.g., determines late payments & sends notices; creates payment schedules; certifies unpaid invoices to Ohio Attorney General's Office (AGO)

Qualifications
30 mos. exp. or 30 mos. trg. in accounting &/or finance to include an intermediate level of experience in spreadsheet software.

-Or completion of undergraduate core program in business administration, accounting, finance or related field; 6 mos. exp. or 6 mos. trg. in accounting &/or finance to include an intermediate level of experience in spreadsheet software.

-Or 12 mos. exp. as Financial Associate, 66561.

-Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
