What You'll Do:
  • Supervise assigned Ohio Pharmacy Services (OPS) financial staff who prepare, process and/or analyze accounting records, financial statements, and/or other financial reports and data (e.g., provides ongoing training, approves/disapproves leave requests, conducts timely performance evaluations, recommends disciplinary/corrective actions, etc.)
  • Establish, implements and monitors goals
  • Establish performance matrix of fiscal, procurement, processes
  • Under general direction plans, manages and directs fiscal operations of OPS business office (e.g., administers appropriation authority over large multi-faceted rotary fund, accounting, internal audit, purchasing, accounts payable and receivables, collection, inventory control, budget preparation, sales forecasting, preparation of financial statements and other reports and maintenance of cash flow)
  • Plan, administer and manage fiscal operation for sale of pharmaceuticals and supplies to multiple state departments and agencies of government and public non-profit entities (e.g., Mental Health and Addiction Services Regional Psychiatric Hospitals, Rehabilitation and Corrections, Youth Services, Developmental Disabilities and community agencies)
  • Direct preparation of correspondence, financial reporting, develops and implements product and services pricing strategy to meet margin requirements
  • Ensure compliance with Generally Accepted Accounting Principles (GAAP) and state and federal regulations
  • Serve as OPS payroll manager
  • Ensure timekeeping is maintained accurately on ongoing basis for timely completion of bi-weekly civil service payroll
  • Provide training for OPS staff responsible for KRONOS timekeeping administration and coordinates with OhioMHAS Central Office for policy/procedure recommendations
  • Coordinate and monitor automated timekeeping functions
  • Write, reviews, and updates procedures for OPS timekeeping
  • Develop and/or provides reports for management staff
  • Coordinate collection of Internal Audit documentation (e.g., reviews/updates procedures, improve efficiency, ensure compliance to agency, Office of Budget and Management and Dept. of Administrative Services policies and procedures)
  • Performs other duties as requested

Qualifications
54 mos. exp. or 54 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.

-Or completion of undergraduate core program in business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.

-Or completion of graduate core program in public or business administration, accounting, finance or related field; 18 mos. exp. or 18 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.

-Or 12 mos. exp. as Senior Financial Analyst, 66563.

-Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
