The Indian Affairs Department (IAD) is a resource for all federally recognized New Mexico Nations, Pueblos and Tribes (NPTs) by advocating for tribal interests through policy and legislative work at the State and Federal level, as well as supporting tribes with access to resources and funding opportunities. The Administrative Services Division helps administer funding of Capital Outlay (CO) and Tribal Infrastructure Funds (TIF) to NPTs throughout New Mexico.

Why does the job exist?

This position will supervise four (4) Tribal Infrastructure Fund (TIF) and Capital Outlay (CO) Administrators which together manage hundreds of ongoing projects for all New Mexico federally recognized NPTs.

How does it get done?

Duties include:

* Oversees the reporting, project oversight, technical assistance, and project management.
* Assists in ensuring the oversight of those projects are being appropriately monitored and completed timely.
* Reviews pertinent Intergovernmental Grant Agreements (IGA's), Notice of Obligations (NOO's), and project packets ensuring that projects are meeting all deadlines and deliverables, and reporting information is correct and up-to-date.
* Helps to oversee an estimated one hundred and fifty (150) IGA's annually.
* Training of staff to ensure that they are properly trained in P2 software which tracks TIF, Budget Formulation and Management (BFM) System, and in the SHARE financial software system.
* Position ensures that staff attend offered trainings conducted by Department of Finance and Administration (DFA) and other relevant cognizant agencies as applicable. Provide ongoing mentorship and development of skills.
* Assists the Chief Financial Officer in the oversight of the TIF, CO, Grant, Special Appropriations, and Special Projects Funding for an estimated two hundred and fifty (250 projects currently being managed.

Minimum Qualification

Bachelor's degree in Finance, Accounting, Economics, or Business Administration and six (6) years of directly related experience in budgeting, accounting and/or auditing. Substitutions apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
