Summary

This Financial Management Specialist is located in the Office of Budget, Finance, and Award Management (BFA), Division of Financial Management (DFM). The primary purpose of the position is responsibility for monitoring and analytics functions in support of the Branch's mission.

Duties

As a Financial Management Specialist, you will perform the following duties:

  • Supports recurring (i.e., annual/quarterly/monthly), and ad hoc post-award monitoring initiatives for NSF's grant and cooperative agreement program. Recurring efforts include, but are not limited to, grant expenditure testing and accrual validation, monitoring of cancelling appropriations and unliquidated obligations, remittance and refund analysis, Grants Oversight and New Efficiency Act (GONE Act) and program income reporting.
  • Supports recurring and ad hoc initiatives related to compliance with the Payment Integrity Information Act of 2019 (PIIA), OMB A-123 Appendix C, Requirements for Payment Integrity Improvement and subsequent government-wide payment integrity mandates and requirements. Specific support areas include, but are not limited to, conducting improper payment risk assessments across NSF's grant program and mission support functions (e.g., payroll, contracts, travel, and purchase card), conducting annual payment testing, developing High Dollar Improper Payment Reports, and compilation of payment integrity Annual Financial Report (AFR) exhibits required under OMB Circular A-136.
  • Assists in researching existing or emerging government-wide guidance, such as policies established by OMB, General Services Administration (GSA) or United States Department of Treasury (Treasury) for applicability to PAB operations, compliance, and monitoring.
  • Supports the compilation, review, and publishing of Provided-by-Client (PBC) items to the Financial Statement Audit SharePoint.
  • Utilizes tools and techniques such as Tableau, SQL, Python, R, or other data processing and analysis tools to meet Branch data objectives and develop operational tools.
  • Supports the Branch in the development of automations using UiPath or other Robotic Process Automation platforms. Develops code for automations and supporting documentation required for NSF's RPA deployment process, such as Technical Design Document, Process Design Documents, Standard Operating Procedures, and Deployment Risk Assessments.
  • Performs data analysis on financial and operational data for PAB portfolio functions, such as payments, remittances, financial close-out.
  • Supports the Accounting Operations Branch in data analysis and outputs related to grant and commercial accounts payable accruals for the annual financial statements, and monthly Fund Balance with Treasury cash reconciliations.
  • Serves as the lead point-of-contact for vendor management, configuration and maintenance within iTRAK, including grantees, contract vendors, individual travelers, postdoctoral fellowship recipients, and other iTRAK supplier types.
  • Serves as the expert and technical advisor for Invoice Processing Platform (IPP), to include running and analyzing all daily assurance reports, serving as the Agency POC with the Department of Treasury, serving as the first line of contact for outside vendor inquiries, creating and maintaining all NSF staff training, maintaining system configurations and coordinating all system enhancement testing.
  • Consults with the Branch Chief to resolve any problems or impact of system changes. Supports DFM and the Division of Information Systems (DIS) in annual Service Recovery efforts for Branch systems and platforms, such as iTRAK, ACM$, and IPP.

Qualifications

To qualify at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 level in federal service in grants management, financial management, financial analysis and monitoring, data and analytics, or automating processes. Examples of specialized experience include conducting analyses over financial, grant, or procurement data; grants management, using software applications and technology to develop financial reports and analyses; using software application or technology to streamline and/or automate manual processes; supporting the preparation of audit responses or data items; monitoring financial transactions and summarizing issues for management; and resolving any data issues or problems.

In addition to the specialized experience above, applicants must possess the Selective Placement Factor below: Experience developing queries, utilizing programming languages, or technologies to automate processes AND/OR create data visualizations (e.g. SQL, Python, VBA/macros, Power BI, MS Power Query, Robotic Process Automation, Tableau).
