The Division of Finance (DOF) performs management and oversight of the annual budget and spending for VDSS. It provides guidance for the departments' financial policies and ensures fiscal compliance with state and federal regulations. The Division of Finance is also responsible for processing financial transactions for VDSS and reporting the results of those transactions to local agencies, field offices, state and federal entities.

We are currently seeking an experienced para-professional to serve the Financial Services Technician Senior, reporting to the Accounting Manager. This position is critical to agency and the Division of Finance's General Accounting Section with responsibilities in the Accounts Payable Unit.

Duties include but are not limited to being responsible for the daily audit, review and processing of all Vendor Payments, Agency to Agency Vouchers (ATA), Petty Cash Vouchers, X-Batches and Revenue Refunds submitted to ensure compliance with Agency policies and procedures and Commonwealth Accounting Policies and Procedures Manual (CAPP). The position also ensures that payments are processed timely in accordance with the Commonwealth's Prompt Payment Act. Accountable for daily processing of financial transactions keyed directly into CARDINAL for Agency 200, Comprehensive Services for At Risk Youth and Families and provide direct support to the Division of Finance, other Division Program Staff, colleagues, external partners and stakeholders.

Minimum Qualifications

Extensive knowledge of Accounts Payable policies and procedures.
Working knowledge of accounting practices and policies.
Working knowledge of accounts payable processing.
Ability to apply Generally Accepted Accounting Principles (GAAP).
Ability to create and convert financial data into complex spreadsheets.
Experience processing and understanding accounting entries.
Experience working in an automated work environment, running queries and reports.
Experience with Microsoft Office applications, specifically Excel and Word.
Demonstrated ability to interpret, apply agency policies and procedures.
Demonstrated ability to train others.
Demonstrated ability in meeting deadlines and prompt pay compliance.
Analytical ability to research, reconcile and evaluate accounting documents.
Proficient customer services skills with diverse group of people.
Ability to complete tasks timely and accurately while working under day-to-day pressures.

Additional Considerations

Working knowledge and/or experience with the Commonwealth Accounting System (Cardinal).
Experience working in government accounting.
