Summary

The incumbent serves as the Transportation Finance Specialist within the Federal Highway Administration, providing support to the agency in enhancing the FHWA's stewardship, ensuring accountability of Federal funds and achieving organizational excellence in delivering the FHWA's various highway and transportation programs.

Duties

As a Financial Specialist, you will:

  • Serve as a senior financial management specialist with the responsibility for establishing, reviewing, and maintaining internal controls to achieve the objectives of effective and efficient operations, reliable financial reporting, and compliance with applicable laws and regulations.
  • Provide expert interpretations of financial management policies, guidance, and on financial operations to team members involved with financial related tasks and obstacles.
  • Research, resolve and communicate all obligation and payments errors. These errors are primarily associated with FHWA's grant payments and obligations. Often, this research must be accomplished within tight deadlines.
  • Provide extensive interpretation of regulations, guidance, and recommend courses of action and/or alternative approaches in resolving the most difficult payment issues between USDT and Division and Program offices.


The ideal candidate for this position is an experienced and highly motivated person looking to expand their knowledge and experience in governmental finance, budgets, and information control systems. This individual has Delphi and FMIS experience and is proficient in using analytics to research and resolve financial discrepancies.

CONDITIONS OF EMPLOYMENT:

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency's telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience conducting reviews and/or audits of financial programs such as financial integrity reviews to ensure expenditure of funds in accordance with regulatory or legal requirements; AND
  • Experience providing technical advice on cost accounting and billing procedures for financial programs such as developing procedures, policies, and internal controls


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

2. Financial Analysis - Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.

3. Financial Management - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.

4. Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.

This announcement is being advertised under the FHWA's Alternative Duty Location (ADL) Program and can be filled in any one of the approved ADL locations listed on this announcement, as space allows for each location. It is possible to select a location that no longer has space available and, in that instance, the selecting office will not be able to move forward with placement. Given the nature of the ADL program, many locations are operating under desk share and a dedicated workspace is not always available.

Salary will be adjusted in accordance with the locality pay for the specific area.

Under this program, relocation assistance is not available to applicants residing in any one of the ADL locations advertised in this announcement. Relocation may be available for applicants located outside of the advertised duty locations.
