Minimum Qualifications

Requires at least a baccalaureate degree in the field. Please contact your Human Resources office for an evaluation of education/experience in lieu of the required minimum qualifications.

Preferred Qualifications

• Three years of experience with financial-related duties (accounting, purchasing, budgeting, etc.), or three years of experience in a University healthcare setting.
• At least one year of supervisory or other leadership experience.

Position Summary

Reporting to the Director for Finance for the Division of Student Affairs, the Fiscal Affairs Manager manages the day-to-day financial operations of the University Health Center (UHC). This position is responsible for transactional oversight, financial report creation and maintenance, and various other financial/accounting duties for the UHC. In addition, this position is responsible for the supervision of two full-time Material Services employees, who coordinate most purchasing and asset management activities for the UHC.

  • Ability to concentrate for extended periods and organize diverse information.

Financial Oversight
  • Serves as the primary reviewer and approver of all financial-related transactions in UGAMart and in the UGA Financial Management system for the University Health Center.
  • Reviews and approves all travel authorizations and expense reports for the University Health Center. Ensures all required documentation is present and all expenses are compliant with UGA policies for travel and purchasing.
  • Ensures financial data used for planning, evaluating, and decision-making are accurate and timely. Monitors revenue and expenses on an ongoing basis while looking for trends and variances in data. Reports trends and variances to the Director for Finance.
  • Assists with complex purchasing situations by offering policy interpretation, reaching out to vendors, and coordinating with other UHC stakeholders throughout the purchasing process. Assists with responding to questions from UGA Procurement, Accounts Payable, and other UGA departments as they arise.
  • Routinely reviews all open purchase order encumbrances to determine eligibility for closure. Coordinates with appropriate UHC stakeholders and Procurement to request closures as needed.
  • Updates monthly net revenue statements for the Director for Finance to review and discuss with UHC and Student Affairs stakeholders.
  • Prepares Monthly Status Reports packets for signature routing in DocuSign for all Health Center departments.
  • Creates monthly costs of goods sold GL journals for the UHC Pharmacy and Vision Clinic. Assists with reconciliation of annual physical inventory counts for the Pharmacy and Vision Clinic. Assists the Director for Finance with other fiscal year-end duties as needed.
  • Analyzes, develops, documents, and enforces USG, UGA, and internal financial policies and procedures. Make recommendations for improvements. Revises relevant policies and procedures as needed. Offers training to employees as part of onboarding and as needed to ensure compliance.

Leadership and Supervision of Material Services Staff
  • Guides the hiring process to include recruiting, interviewing, hiring, and training for Material Services staff. Approves timecards and leave requests for Material Services staff.
  • Serves as a Material Services point of contact for UHC staff during absences.
  • Monitors Material Services processes and procedures to ensure efficiency and alignment with UHC goals and objectives.
  • Assists Material Services staff with annual physical inventory as required by UGA Asset Management. Assists Material Services staff with disposition of surplus property.
  • Assists Material Services staff with all telephone-related duties as needed.
  • Conducts performance reviews on a timely basis, and provide feedback which recognizes professional achievements and encourages professional growth.
  • Actively participates in and promotes the engagement, development and retention of each staff member.

  • Serve as a backup for greeting visitors and answering phones for the UHC Administrative suite.
  • Actively and effectively engage and collaborate with peers and colleagues throughout the UHC organization, Student Affairs, and UGA central offices.
  • Participates in administrative meetings and serves on both internal and external campus committees as required.
  • Assists the Director for Finance for the Division of Student Affairs with creating a collaborative and transparent environment of financial accountability and stewardship.
