General Statement of Duties

Performs highly responsible professional staff duties as the Central Automotive Maintenance (CAM) Technical Services Manager; does related work as required.

Essential Duties

This position serves as the CAM Technical Services Manager. Duties include design, specification development, and acquisition of all replacement and additional equipment; coordination and disposal of surplus equipment; maintenance and technical operations of County-owned fuel sites; and maintenance and operation of County-owned vehicle wash facility. Supervises assigned staff including Fleet Service and Repair Technicians and Fleet Service Workers.

Oversees annual replacement program for County-owned motor pool vehicles and equipment. Works with CAM Fleet Manager to develop replacement solutions for motor pool fleet and coordinates vehicle replacement with CAM customers. Develops specifications to meet business needs of CAM customers, works with Henrico Purchasing to acquire units, and coordinates the receipt and in-service processing of all new units.

Works closely with CAM customers to develop specifications and/or contracts for department-owned vehicles and equipment. Coordinates with CAM customers and Henrico Purchasing to acquire units, and coordinates the receipt and in-service processing of all new units.

Manages the disposal process for surplus equipment. Works closely with CAM Fleet Manager, CAM Business Manager and CAM Fleet Asset Coordinator on disposal of all County-owned surplus equipment. Coordinates the dissolution process of surplus assets with CAM customers, assigned staff, and suppliers. Coordinates the removal and final disposition of surplus assets.

Manages the daily maintenance and technical operations for County-owned Fuel Sites and Large Vehicle Wash Facility. Ensures facilities provide optimal uptime for County customers. Monitors daily maintenance and repair activities and ensures scheduled maintenance services are performed as required. Coordinates site inspections with regulatory agencies as required.

Manages Fleet Service and Repair Technician and Fleet Service Worker staff assigned to support CAM fuel sites, wash facility, and surplus equipment operation. Coordinates with staff on the closure of facilities, maintenance activities for assigned areas including work of outside suppliers, and pickup and delivery of parts and supplies to support operations.

Processes invoices for payment for all services rendered through call for service activities. Ensures charges for each invoice are accurate and applicable to appropriate fleet assets. Oversees input of all supplier invoices in FleetFocus. Works with Fleet Service Coordinators, other CAM staff, and suppliers to resolve any discrepancies in a timely manner.

Monitors, reviews, and approves Oracle timecards for all assigned personnel. Reviews and approves leave request as necessary. Maintains adequate staffing in all areas to ensure continuous operations and superior customer service.

Reviews necessary reports and documentation to ensure all assigned functions are operating efficiently and providing high quality services. Takes necessary steps to correct deficiencies and improve CAM West shop operations with emphasis on field support operations.

Extensive knowledge of the subject field and services provided by the program/project to which assigned; considerable knowledge of the principles and practices of modern management techniques;considerable knowledge or research and statistical analysis; considerable knowledge of subject matter in area of assignment; considerable knowledge of methods-improvement techniques, management strategies, management analysis,cost-benefit analysis and data processing; proven supervisory skills; strong organizational skills; proven supervisory and leadership skills; proven skill in making oral presentations; ability to establish and maintain effective working relationships with County and other governmental officials/representatives, community and civic leaders, program participants,volunteers and citizens; ability to develop quantitative and qualitative data retrieval instruments; ability to analyze, interpret, and report findings and recommendations; ability to present ideas concisely and effectively, both orally and in writing; ability to develop and conduct relevant training and informational sessions.

Minimum Qualifications

Possession of a bachelor's degree in Mechanical Engineering or a field directly related to the position and program/agency to which assigned, plus three (3) years of responsible directly related work experience (preferably including some supervisory experience); OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
