Duties

JOB SUMMARY: The purpose of this position is to coordinate and maintain liaison with military, federal, and local agencies concerning airspace utilization, flying operations, aircraft emergencies, search and rescue operations, and natural disasters. This full- performance level position provides direct support to unit and other military and civilian aircrews during scheduled and unscheduled flying and ground activities. The incumbent works independently on standard and extended and/or rotating shifts to provide aircrews with information and assistance necessary for planning and conducting safe flight operations.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard. Applicants who are not currently a member of the Connecticut Air National Guard must be eligible for immediate membership and employment in the Connecticut Air National Guard. The major duties include, but are not limited to:
  • Provides preflight briefings to military and civilian aircrews, including those of foreign governments and civilian contractors on CONUS/International Civil Aviation Organization (ICAO) flight plans.
  • Performs quality control on proposed flight plans with aircrews and provides special briefings to pilots of civilian and non-DOD government aircraft on flight planning procedures.
  • Schedules and coordinates use of military special use airspace/facilities including air refueling areas, military operating areas, and landing and drop zones.
  • Inspects or ensures the inspection of ANG tarmac parking and Federal taxi ways daily (or more often as required) for such flying safety hazards as: foreign object debris, violations of lateral clearance criteria, and hazards to landing, take-off, taxiing or parking areas.
  • Furnishes pilots with full range of necessary information pertinent to planning and completing their intended flight safely and assists them in making preflight decisions and calculations when required.
  • Schedules and coordinates use of military special use airspace/facilities including air refueling areas, military operating areas, and landing and drop zones.
  • Performs as a COMSEC Responsible Officer (CRO) to train, maintain, issue, and destroy COMSEC material.
  • Inspects the ANG tarmac parking apron daily (or as often as required) for safety, apron lateral clearance, and foreign object debris.
  • Initiates NOTAMs on airfield facilities/conditions.
  • Monitors primary crash system and activates and transmits emergency information on secondary crash network (SCN) as required.
  • Determines appropriate action in implementing emergency, Quick Reaction Checklist (QRCs), and operations plans.
  • Activate SCN for aircraft and airfield emergencies.
  • Evaluates seriousness of incidents and notify proper agencies.
  • Maintains required flight information and aeronautical publications.

Qualifications

GENERAL EXPERIENCE: Experience, education, or training interpreting, explaining, and/or applying a variety of regulations and procedures. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following:
  • Experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems.
  • Experience inspecting airfield/parking aprons/taxiways to ensure compliance with all US Air Force, Federal Aviation Administration and Department of Defense safety standards, Identify unsafe conditions and coordinate fix actions.
  • Experience measuring aircraft braking action on runway and taxiways and pass information to required agencies.
  • Experience using Aeronautical Information System - Revised (AISR) to input/receive Flight Plans domestic and ICAO along with appropriate departure messages.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of rules, regulations, and policies governing military flight planning procedures to include planning, routing, and filing of flight plans.
  • Knowledge of flight data processing, NOTAM processing, emergency response actions, and maintaining flight information/supportive displays.
  • Skill in performing airfield checks and inspections IAW military and FAA regulations.
  • Skill in establishing performance standards, procedures, and work priorities for personnel working in Airfield Management Operations.
  • Skill in developing and maintaining operating instructions, quick reaction checklist, logs, etc. to perform Airfield Management operations activities and responsibilities.


COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment.

Primary Change of Station (PCS) relocation expenses will NOT be paid.
