Pay Range

$74,700 - $92,736 Annual (J01.1)

Job Description

We have an opening for a Foreign Ownership, Control, and Influence (FOCI) Customer Service staff member to work within the Central Clearance Section. You will have the responsibility of assisting in ensuring Department of Energy (DOE) compliance and resolving compliance issues related to FOCI with external customers. You will monitor and conduct quality review of files to ensure discrepancies are identified and resolved, and ensure required information is congruent in various databases. You will work closely with DOE and other external agencies during audits. This position is in Information & Personnel Security Division, Central Clearance Section within the Security Organization.

You will
  • Resolve issues and make decisions regarding day-to-day security compliance related to FOCI issues with external customers and DOE.
  • Coordinate efforts with Facility Security Officers across the U.S.
  • Plan and manage work priorities to ensure continually meeting DOE Order compliance and timelines.
  • Process initial, revisions, and terminations of Contract Security Classification Specification (CSCS) requests.
  • Process new, modified and/or reciprocity. s
  • Regularly run Safeguards and Security Information Management System (SSIMS) reports to determine and resolve discrepancies between the CSCS, FOCI database and Facility Data and Approval Record.
  • Work with Facility Security Officers (FSOs) to obtain required information and educate them of their training, reporting requirements, and facility changes that may affect a favorable adjudication by DOE.
  • Manage files with FOCI, and FSO information for completeness, and review, update, and maintain Security Plans.
  • Initiate and process Key Management Personnel clearances as directed by DOE.
  • Perform other duties as assigned.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance, which requires U.S. citizenship.
  • AA degree in a security or related field, or equivalent combination of education and experience.
  • Ability to interpret new order and/or regulatory requirements and assess impacts on organizational objectives and goals.
  • Strong Organizational skills, effective verbal and written communication skills sufficient to negotiate and work with all levels of management, staff, DOE, and FSOs
  • Experience working independently under minimal supervision in a multitask environment of rapidly changing priorities, critical deadlines, and frequent interruptions.
  • Ability to be self-motivated and flexible, exercising a high degree of discretion and mature judgment in handling business sensitive information, as well as personnel interactions.
  • Problem-solving and decision-making skills to anticipate, identify, and independently recommend appropriate actions and solutions to complex administrative problems.
  • Experience computer skills and experience with the Microsoft Office Suite and the ability to learn new software quickly.

Qualifications We Desire
  • Accreditation in the use of the DOE Safeguards and SSIMS.
  • Working knowledge of the National Industrial Security System.
  • Working knowledge of the DOE eFOCI Electronic Submission Site.
  • Knowledge applying security principles and/or regulatory requirements for Facility Clearance (FCL) & FOCI policies

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
