Job Duties

This position serves as a Freedom of Information Act (FOIA) Officer for the department. The incumbent will manage a portfolio of FOIA request that he/she will track and manage. Additionally, this position will serve as the Department's Regulatory Coordinator. He/she will work closely with the Department of Planning and Budget (DPB) the Secretary of the Commonwealth and the Office of the Attorney General to ensure that the Department's regulations are accurate and up to date. The incumbent will serve on the Department's Legislative Team. The incumbent will perform other assignments as directed by the Legal Compliance Manager or the Director of Administrative Compliance.

Minimum Qualifications

Considerable knowledge of the operation of state government, state and federal laws and regulations, established state and federal case law and Attorney General opinions pertaining to the Freedom of Information Act. Considerable attention to detail is required. Skill in organizing information in a concise, logical and analytical manner. Demonstrated ability to maintain strict confidentiality. Demonstrated ability to organize, plan, research and analyze often complex legal issues. Demonstrated ability to communicate effectively orally and in writing. Demonstrated ability to draft and interpret legislation regarding FOIA and other relevant areas. Knowledge of Virginia Regulations, the Virginia Administrative Process Act and the Virginia Administrative Town Hall.

Additional Considerations

Experience with digital document management (Microsoft Office and Adobe Acrobat). Experience in processing FOIA requests and records from corporations or from Federal or State governments, prefer in the public sector. Experience in preparing official correspondence and meeting statutory or regulatory deadlines. Demonstrated experience in managing projects. Graduation from an accredited college or university with a degree in criminal justice, corrections, public administration, sociology, psychology, law or related field.
