Job Description

SUMMARY DESCRIPTION:

Under direction, coordinates and supports International Baccalaureate (IB) programs and Advanced Placement (AP) courses systemwide. Provides leadership and professional development for administrators, instructional specialists, teacher leaders, and support professionals. Collaborates with school-based and central office staff on implementation of IB and AP policies, procedures, curriculum and courses within the schools. Develops memos, presentations, and other products that support the implementation of IB and AP. Plans, coordinates, and facilitates department meetings. Facilitates timely delivery of products and services aligned with the Montgomery County Public Schools (MCPS) strategic plan and other system initiatives in conjunction with the missions of external partners such as IB and the College Board.

CERTIFICATE LICENSE:

Holds a current Maryland state Administrative and Supervisory certificate. Completion of OAT I or II, or completion within one year of the position start date.

KNOWLEDGE, SKILLS, and ABILITIES:

Thorough knowledge of current educational principles, best practices and procedures in program development, professional learning for staff, curriculum and instruction, equitable practices, and assessment of program needs to improve teaching and learning. Thorough knowledge of MCPS organization and administration, policies, system priorities, and student achievement data and knowledge of national, state, and local standards, and federal and state laws related to instructional responsibility. Extensive knowledge of the IB philosophy and pedagogy and experience working with and/or teaching within an authorized IB program. Extensive knowledge of all four IB program models, Primary Years, Middle Year, Diploma Program, and Career Program. Extensive knowledge of current research and theory of instructional approaches, including differentiated instruction, cognitive strategies, integrated curriculum, and performance assessments. Extensive knowledge of AP course offerings and AP instructional programs, including exam scheduling and administration. Knowledge and experiences that support innovative approaches to new programs such as the AP Capstone program. Knowledge and experience using multiple sources of data to identify students for enrollment in IB and AP courses and experience working with external partners. Ability to lead systemwide initiatives to increase participation and performance for underrepresented student groups. Knowledge and experience of building and maintaining a program budget. Knowledge of technology to support instruction and curriculum development. Knowledge of culturally responsive instructional materials and experience teaching across disciplines and with diverse populations. Ability to effectively work with principals, specialists, teachers, and state and national colleagues to implement and monitor the instructional program in schools. Excellent planning, organization, management, communications (oral and written), and interpersonal skills. Ability to prepare papers and presentations for the superintendent and Board of Education. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).

EDUCATION, TRAINING, and EXPERIENCE:

Masters degree from an accredited college or university with specialization in the area of responsibility and coursework in Pre-K to 12 curriculum. Administrative and Supervisory (A&S) certification required. Five years outstanding teaching or related experience in the appropriate subject and at the appropriate level. Successful leadership experiences in assessing program needs, curriculum development, program implementation, and professional learning for staff; integration of curricula, and grant writing desirable. Experience working with external partners such as IB or the College Board desired. Experience with instructional technology applications to support teaching and learning, curriculum development, staff training, program and student accountability, and communication. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
