Job Description

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Financial Management Department.

Performs advanced (senior-level) financial analysis and regulatory work. Work involves administering financial processes and systems; reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending and approving appropriate action to resolve financial and regulatory problems. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Elements

FUNCTIONAL AND BUSINESS ACTIVITIES to include but not limited to:

  • Prepare and review general ledger accounting entries and reconciliation of financial transactions.
  • Prepare and review the detailed reporting of expenditures and encumbrances made by the various program areas.
  • Maintenance of the general ledger system and related applications.
  • Consult with information technology staff in the development and/or maintenance of financial and reporting applications.


GUIDANCE AND OVERSIGHT to include but not limited to:

  • Assist in the development of team goals and objectives, and in the implementation of priorities, standards, and methods for their achievement.
  • Oversee the accounting and reconciliation of financial transactions in the general ledger.
  • Ensure an accurate and timely monthly and year-end accounting close.
  • Provide CAPPS data management support to the agency, end-users, and the helpdesk; this includes but is not limited to general ledger configuration updates and maintenance, gathering and documenting business needs and requirements; and creating/maintaining queries, reports, or other tools used for monitoring, analysis, and internal/external reporting.
  • May assign and/or review the work of General Ledger staff, under the direction of the Manager.


POLICIES AND PROCEDURES to include but not limited to:

  • Recommend and implement agency accounting and financial policies and procedures in accordance with statute and professionally accepted standards.
  • Assist in the planning, development, coordination, and review of guidelines, procedures, policies, and rules.
  • Monitor compliance with policies and procedures, including the agency's standards of conduct.
  • Professionally and effectively represent Financial Reporting and Accounting at meetings and collaboration efforts with those external to the division.


IMPROVEMENTS AND INNOVATION to include but not limited to:

  • May design and consult with information technology or other program area staff in the development of computer systems for financial applications.
  • Analyses and recommend improvements, adaptations, or revisions to the accounting system and accompanying procedures.
  • Identify areas of improvement or needed change and make recommendations to improve operations, increase efficiency, and/or reduce required resources.




Qualifications:

Minimum Qualifications

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, or related fields.
  • Three (3) years of development, financial analysis, review of financial data and applicable business activity, and/or related experience reviewing and implementing regulatory plans.
  • Three (3) years experience requiring compilation, reconciliation, and/or analysis of detailed financial information.
  • Three (3) years experience examining compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of adequate documentation.


Two (2) years of relevant work experience related to the essential duties may substitute for one year of college.

Applicants must clearly demonstrate on the application relevant experience and education that would qualify them for the job. May be required to periodically work hours greater than 40 hours per week and on weekends.

Preferred Qualifications

  • Two (2) years experience working in one or more of the CAPPS Financials core modules: Accounts Payable, Asset Management, General Ledger/Commitment, or Purchasing/eProcurement.
  • Experience with documenting business processes and developing procedures.
  • Experience evaluating business processes to find efficiencies and recommending best practices.
  • Experience using MS Excel, MS Access, MS Power Automate & MS Visio.
  • Experience leading technical accounting projects and change management.
  • Experience writing queries or developing reports via CAPPS Query Manager or SAP Business Objects.


Knowledge, Skills, and Abilities

  • Knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, policy and procedures, laws and regulations pertaining to fiscal operations.
  • Proficiency with the Uniform Statewide Accounting System (USAS) or Centralized Accounting and Payroll/Personnel System (CAPPS).
  • Proficiency with spreadsheet, database, and word processing software (e.g., Microsoft Excel, Access, and Word.)
  • Ability to coordinate complex accounting operations, to interpret laws and regulations, and apply general accounting theory.
  • Emphasis on technical and analytical ability to identify problems and formulate appropriate resolutions.
  • Strong organizational skills with aptitude for detail and ability to interpret and transform large sets of data.
  • Ability to administer financial processes and systems; to perform and interpret numerical analyses; to interpret statutes; to analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations; to analyze complex accounting transactions; to prepare reports and correspondence regarding findings; and maintain related documentation; to communicate effectively; and to review the work of others.


Physical Requirements

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
