Job Description

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our CDR-Regulatory, Policy, & Mapping program area.

Planner III - The Planner III performs highly complex (senior-level) policy development; business process improvements; data analysis; community, regional, and state planning; Geographic Information Systems (GIS), and research work. Work involves assisting, under the direction of the Manager, in the development of regional and state programs based on a synthesis, analysis, and presentation of historical disaster recovery and mitigation data, information, and localized insights and data from political leaders, federal partners, advocacy groups, community members, and other internal and external stakeholders. The Planner III also contributes to the development of state of Texas CDBG-DR and CDBG-MIT Action Plans, Amendments, other recovery, and mitigation programs, as well as program assessments, and recommendations for effective execution and completion of recovery and mitigation programs. The Planner III assists in the preparation of implementation plans and contributes to the development of policies and procedures across the division for plans and programs while also researching business process enhancements, solutions and approaches using GIS and data technologies ranging from Microsoft Power Platform tools to dynamic staff related process flows in Dynamics 365 and SharePoint. The Planner III, under the direction of the Manager, will assist in the creation, updating, and maintenance of GIS products and applications that inform agency decision-making and highlight the accomplishments of the agency. The Planner III for the Policy & Mapping group works under limited supervision, with latitude for the use of initiative and independent judgment while consulting, advising, and informing internal and external stakeholder groups and Community Development and Revitalization division leadership.

Planner IV - The Planner IV performs advanced (senior-level) policy development; business process improvements; data analysis; community, regional, and state planning; Geographic Information Systems (GIS), and research work. Work involves assisting in the development of regional and state programs based on a synthesis, analysis, and presentation of historical disaster recovery and mitigation data, information, and localized insights and data from political leaders, federal partners, advocacy groups, community members, and other internal and external stakeholders. The Planner IV also supports the development of state of Texas CDBG-DR and CDBG-MIT Action Plans, Amendments, other recovery, and mitigation programs, as well as extensive reports, program assessments, and recommendations for effective execution and completion of recovery and mitigation programs. The Planner IV contributes to implementation plans and assists in the development of policies and procedures across the division for plans and programs while also researching business process enhancements, solutions and approaches through policy development recommendations, GIS, and data technologies ranging from Microsoft Power Platform tools to dynamic staff related process flows in Dynamics 365 and SharePoint. The Planner IV, under the direction of the Manager, will create, update, and maintain GIS products and applications that inform agency decision-making and highlight the accomplishments of the agency. The Planner IV for the Policy & Mapping group works under limited supervision, with considerable latitude for the use of initiative and independent judgment while consulting, advising, and informing internal and external stakeholder groups and Community Development and Revitalization division leadership.

Planner V - The Planner V performs highly advanced (senior-level) policy development; business process improvements; data analysis; community, regional, and state planning; Geographic Information Systems (GIS) work; and research work. Employees at this level are considered technical experts in the field and work on multiple complex planning and research projects simultaneously. Work involves taking a lead role in the development of regional and state Disaster Recovery programs based on a synthesis, analysis, and presentation of historical disaster recovery and mitigation data, information, and localized insights and data from political leaders, federal partners, advocacy groups, community members, and other internal and external stakeholders. The Planner V supports the development of state of Texas CDBG-DR and CDBG-MIT Action Plans, Amendments, other recovery, and mitigation programs, as well as extensive reports, program assessments, and recommendations for effective execution and completion of recovery and mitigation programs. The Planner V prepares implementation plans and assists in the development of policies and procedures across the division for plans and programs while also being responsible for identifying business process enhancements, solutions and approaches through policy development recommendations, GIS, and data technologies ranging from Microsoft Power Platform tools to dynamic staff related process flows in Dynamics 365 and SharePoint. The Planner V will create, update, and maintain GIS products and applications that inform agency decision-making and highlight the accomplishments of the agency. The Planner V for the Policy & Mapping group works under minimal supervision, with extensive latitude for the use of initiative and independent judgment while consulting, advising, and informing internal and external stakeholder groups and Community Development and Revitalization division leadership.

Essential Job Elements

  • Using applicable tools, collects, organizes, and analyzes data from a variety of data sources - particularly US Census and American Communities Survey data - required in the development of plans, programs, action plans, amendments, reports, policies, and business solutions while also overseeing and conducting the collection, compilation, validation, reporting, presentation, analysis and interpretation of statistical data.
  • Contributes to the development of ArcGIS Online content and applications and utilizes skills with open-source Web and GIS technology
  • Creates maps, graphs, or diagrams using Geographic Information System (GIS) software and related equipment and utilizes information and geographic data from CDR division and outside sources, determines the quality of the data, and converts data for critical agency projects to assist in management decision-making.
  • Provides input on the development of policies and procedures for implementing plans or programs and utilizes tools to measure and track progress.
  • Researches and analyzes local, state, and national trends; policy issues; and proposed legislation, regulations, or rules to determine impact.
  • Contributes to the development of complex reports, studies, research projects, and other technical documents and makes presentations.
  • Contributes to statewide and localized plans, projects, or programs for the Community Development and Revitalization division.
  • Provides technical assistance to the public, developers, and contractors, and to local, regional, or state entities while also providing technical assistance to the Community Development and Revitalization division staff.
  • Participates in technical, policy, and interagency planning meetings.
  • As it relates to the position, obtain proficiency in TIGR necessary to input and subsequently manage CDBG-DR and CDBG-MIT programs and program budgets contained in GLO action plans and action plan amendments as required by CDR Management.




Qualifications:

Minimum Qualifications

  • Graduation from an accredited four-year college or university with major coursework in city or regional planning, economics, business or public administration, political science, public policy, Geographic Information System (GIS), or a related field is generally preferred. Experience and education may be substituted for one another.
  • Planner III - 1 (One) year experience in planning, data analysis, geographic information systems, and research work, or in areas related to planning, document and report development, preparing and reviewing budgets, and technical writing.
  • Planner IV - 3 (Three) years experience in planning, data analysis, geographic information systems, and research work, or in areas related to planning, document and report development, preparing and reviewing budgets, and technical writing.
  • Planner V - 5 (Five) years experience in planning, data analysis, geographic information systems, and research work, or in areas related to planning, document and report development, preparing and reviewing budgets, and technical writing.


Preferred Qualifications

  • Upper level education and experience in data analysis, regional and state planning, business process improvement, technical writing, geographic information systems, editing technical documents, and policy development.
  • Experience with the ArcGIS Online suite of applications including Survey123, Experience Builder, and Hub.
  • Experience with Feature Manipulation Engine (FME)/ArcGIS Data Interoperability Tool or other ETL tools.
  • Experience with Microsoft 365 and the Microsoft Power Platform (Power Automate, Power Apps, Power BI) and other tools to assist in business process enhancement and improvements tied to data analytics and policy development.
  • Experience and/or familiarity with Federal Register notices, U.S. Department of Housing and Urban Development (HUD) CDBG-DR and CDBG-MIT programs and similar federal programs.
  • Experience retrieving and working with US Census, American Communities Survey, and other government data sets such as HUD's LMISD.


Knowledge, Skills, and Abilities

  • Knowledge of government organization and administration; and of principles, objectives, and procedures of governmental planning, programming, and research.
  • Skill in the use of a computer and multiple applicable software, in applying statistical tools to data and analyzing problems and devising effective solutions, in preparing reports, and in collecting and analyzing demographics and statistics and in troubleshooting system issues.
  • Ability to evaluate planning material, to conduct research, to communicate effectively, and work with others. Ability to attend work regularly and adhere to an established work schedule in accordance with agency leave and attendance.


Physical Requirements

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.

The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.
