About the Team:
Building a world where people can safely discover, create and connect. The Trust & Safety (T&S) team at TikTok helps ensure that our global online community is safe and empowered to create and enjoy content across all of our applications. We have invested heavily in human and machine-based moderation to remove harmful content quickly and often before it reaches our general community.

As the Global Issue Policy Lead for Violent Behaviors & Dangerous Actors, you will build out and drive TikTok's policies to ensure a safe online platform. Safeguarding our platform against violent or dangerous actors, as well as ensuring that content on our platform does not lead to offline real-world harm is critical to maintaining TikTok's core vision. You will work on developing thoughtful, nuanced policies that reflect TikTok values and ensure the safety of our users on our platform.

This role will oversee the Violent Behavior & Dangerous Actors policy vertical, that focuses on risks of violence, radicalization, criminal behavior, armed conflict zones, and dangerous orgs and individuals. You will stay ahead of current geo-political events (e.g., armed conflicts, civil unrest and social protests that may lead to violence, and emerging violent, hateful, or criminal organizations). This role will require an entrepreneurial, data-driven, forward-thinking policy mindset with a passion to help grow our policy scope in this area.

It is possible that this role will be exposed to harmful content as part of the core role/as part of project/ in response to escalation requests/by chance. This may occur in the form of images, video, and text related to every-day life, but it can also include (but is not limited to) bullying; hate speech; child safety; depictions of harm to self and others, and harm to animals.

Responsibilities:
- Manage a team of Policy Managers with a focus on violence & aggression policy;
- Oversee the development of TikTok's overall policy strategy roadmap for Violent Behaviors & Dangerous Actors, including collaborating with Trust & Safety Product, Regional Policy, Risk Analysis and Investigations, and Global Security, and Threat Research & Intelligence teams;
- Lead the development and iteration of global violent behavior and dangerous actor policies, which also includes shocking & graphic content (e.g., in the form of policy titles, operational guidance documents);
- Engage with Legal and Public Policy teams to ensure compliance with key regulations and be a T&S point of contact for any potential new regulations;
- Co-develop a rapid response strategies for fast moving, high impact threats, both globally and for region specific threats of violents, conflict, or dangerous orgs and individuals;
- Act as a global escalation point of contact for all Violent Behavior and Dangerous Actor-related policies, and align all stake-holders and leadership to respond to emergency policy decisions;
- Act as the representative for Violent Behavior and Dangerous Actor policies with third party threat intelligence vendors, and work cross functionally to determine vendor roadmap and assess individual vendors value;
- Remain up-to-date on industry trends and emerging issues in the Violent Behavior and Dangerous Actor space and design policies to combat them;
- Serve as the subject matter expert representative for our Violent Behavior & Dangerous Actor efforts, in coordination with Public Policy, Comms, and/or Outreach & Partnerships;
- Serve as policy representative in external speaking engagements on behalf of the Company;
- Serve as a advisor to fellow Policy colleagues on topics that benefit from a "designations" backgrounds and be a key point of contact on behalf of the Policy team for how we treat harmful accounts (in addition to harmful content).

Qualifications

Minimum Qualifications:
- Bachelors degree in political science, government, communications, law, or related field, or analogous real-world experience;
- 5+ years experience in government, technology, or research backgrounds;
- Content knowledge around some or all of the following: violent behaviors, the radicalization funnel, violent extremism, far-right and far-left political groups, hateful organizations, criminal organizations, violent political actors, mass casualty events; and expertise in how content online may manifest into offline harm;
- Experience with international technology/online content/social media issues;
- Ability to quickly identify problems, thoroughly analyze them and deliver feasible policy solutions, with demonstrated success in cross-functional collaboration;
- Ability to work in a high tempo environment, adapt, respond to day-to-day challenges of the role;
- Resilience and commitment to self-care to manage the emotional demands of the role.

Preferred Qualifications:
- Experience in launching new strategies and Zero-to-One initiatives;
- Advanced degree in law, policy, political science, engineering, or other related field;
- Proficiency in data-driven analysis and related enforcement / technical expertise;
- Previous experience at a fast-moving internet platform company;
- Previous experience in managing a team.
