Clarification from the agency

U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. or U.S. Territory for three (3) or more continuous years immediately preceding the start of Federal affiliation.

Duties

  • Manages, plans, and directs the daily operations of a golf course facility to include golf course maintenance. Represents the activity at conferences, to special interest groups and other agencies.
  • Formulates instructions and directives necessary to operate a fluid, profit generating business activity with a fluctuating customer base. Prepares financial and operational briefings as required.
  • Coordinates functions with community, and military representatives. As a second level supervisor reviews the actions of subordinate supervisors including other PGA Professionals. Responsible for all food and beverage operations.
  • Conducts management review of patron programs to identify problems and initiate appropriate corrective measures. Evaluates the success of programs in terms of profitability, customer satisfaction and mission accomplishment.
  • Reviews financial reports, estimates projected costs, develops activity financial plan and operating budgets to include Capital Purchase and Minor Construction. Makes necessary labor and expense execution adjustment to maintain profitability.
  • Monitors the procurement of all supplies, equipment, and retail items. Ensures that retail operation is conducted with appropriate inventory levels to generate budgeted sales at budgeted COGS expenses.
  • Provides and maintains teaching program for patronage at the individual and group levels, to include personal lesson participation. Ensuring all employees are provided required training and managing performance standards to execute the mission.
  • Leads a team of subordinate supervisors and staff to a successful and profitable operation utilizing a structured plan of departmental and staff communication methods.

  • Must be a PGA member class "A" in good standing.
  • Must be able to work during the hours of operation.
  • A one year probationary period may be required as well as any additional required for position.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278e) or a Confidential Financial Disclosure Report (OGE 450) upon entry, and annual thereafter.


Qualifications

Minimum Qualifications:

The membership, experience OR combination of education/experience must be reflected on your resume and your degree/transcript uploaded at the time of application to be considered eligible for this position.
  1. Minimum of two years experience managing or directing the activities of a golf course.
  2. Must be a PGA member class "A" in good standing.

* A 4 year college degree in a business related field may be substituted for 1 year of experience.

Highly Preferred Qualifications:

Highly Preferred are applicants who possess the minimum qualifications above AND:

  • Demonstrated experience using technology solutions to execute managerial functions including: Web based Time and Labor Management System, Point of Sale System and Inventory Management System, GolfNow, Electronic Budgeting, Purchasing and Contracting Systems, and Microsoft Outlook.
  • Demonstrated rounds played and tournament sales increase.

PCS Costs:

  • Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest.

Pay-Band (NF or CY) Allowances and Differentials:

  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.

Incentives and bonuses:

  • Incentives will not be paid.
  • Possible annual awards of 2.5%.
  • Possible annual lesson income up to $10,000 as independent contractor.

Non-Foreign Overseas Allowances and Differentials:

  • Overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
