MassHire Department of Career Services (MDCS) oversees the Commonwealth's network of One-Stop Career Centers, that assist businesses in finding qualified workers and providing job seekers with career guidance, as well as referral to jobs and training. MDCS strengthens the Career Center system through continuous improvement processes, and innovative business practices that maximize resources, foster partnerships, and engage employers to ensure a skilled, motivated, and adaptable workforce capable of meeting the emerging labor market needs of the Commonwealth, now and in the future.

The Grants Management Specialist is responsible for supporting (MDCS teams and ensuring that projects are progressing and completed on time. This role encompasses a wide range of duties, including creating project plans, consistent coordination and reporting on the fiscal and programmatic aspects of MDCS grants, as well as Partner grants, and performing quality control on grants to maintain standards. This includes the creation and organization of routine reports and presentations of data to senior management team as well as internal and external stakeholders. This role entails identifying positive and negative trends and potential policy, and training needs related to program operations. The incumbent will coordinate with MDCS departments to help move program goals and objectives in a positive direction, and present to and communicate with senior management regarding program data, department plans and reports to make critical, evidence-based decisions.

The position requires strong leadership skills, excellent communication abilities, and a problem-solving mindset. This position must be adept at coordinating internal resources and establishing and maintaining relationships with all involved parties.

Duties include:
  • Acquire a fiscal and programmatic understanding of federal programs (e.g. WIOA, Trade, RESEA, WPP, etc.) to ensure data analysis is relevant and accurate.
  • Design business analysis and data recording routines for use throughout MDCS.
  • Maintain program and fiscal reports and perform updates as necessary to ensure accuracy.
  • Regularly examine data reports to locate and resolve mistakes.
  • Accurately analyze and collect data for various types of business reports.
  • Create business reports that provide insight into key data points for senior management.
  • Communicate the results of data analysis in written and verbal form to internal and external stakeholders and senior management.
  • Monitor data to identify suggested program or fiscal adjustments, training or policy, based on trends.
  • Support and align program data analysis with program's goals, plans and/or corrective action/technical assistance.

SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION'S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE.

Minimum Entrance Requirements:

Applicants must have at least (A); four years of full-time, or equivalent part-time, professional, supervisory, managerial or administrative experience in public administration, business administration or business management, and (B) of which at least two years must have been in grants management, contract administration or contract management work, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An associate's degree with a major in business administration, public administration, or business management may be substituted for a maximum of one year of the required experience. *

II. A Bachelor's or higher degree with a major in business administration, or business management, may be substituted for a maximum of two years of the required experience. *

*Education towards such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Note: No substitutions will be permitted for the required (B) experience.
