As a member of the Grants Management Division, the incumbent is part of a team of professionals responsible for the management of financial assistance agreements (Grants, Cooperative Agreements, and Other Transaction Agreements) administered for NIST and other Department of Commerce Bureaus.

Qualifications
To qualify, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-07 (ZA-I for NIST). Specialized experience is defined as experience assisting with the administration of financial assistance agreements (Grants, Cooperative Agreements, and Other Transaction Agreements), providing guidance, and assistance to Federal officials or the public regarding policies and Federal regulations.

Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related
NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

Duties
As a member of the Grants Management Division, the incumbent is part of a team of professionals responsible for the management of financial assistance agreements (Grants, Cooperative Agreements, and Other Transaction Agreements) administered for NIST and other Department of Commerce Bureaus.
- Reviews and prepares financial assistance agreements for financial assistance programs to ensure compliance with DOC and NIST policies and procedures.
- Evaluates budget justifications and financial arrangements, including cost analysis, adequacy of resources, and acceptability of milestones, and techniques proposed to ensure responsible stewardship of funds.
- Monitors, assess, and ensure awardee complies with all terms and conditions of the award.
- Conducts post-award reviews and analyses to identify management, financial, and administrative issues and ensuring compliance with all regulatory and legal requirements.
- Maintain relationships with both internal and external customers, partners, and stakeholders that affect the scope of programs or projects.
