Job Summary

Help play an important role in the prevention of substance use and overdose in Minnesota. The Drug Overdose Prevention Unit of the Injury and Violence Prevention Section seeks a State Program Administrator Senior to focus on harm reduction strategies and be a Harm Reduction Specialist. This position will be responsible for planning, coordinating, and evaluating harm reduction efforts in various communities including but not limited to people transitioning from incarceration to communities.

Responsibilities of the role include but are not limited to:
  • Guide efforts to improve health outcomes for justice-impacted individuals.
  • Support and implement Overdose Fatality Reviews (OFRs) across Minnesota when necessary, serving as the technical expert.
  • Organize and advise on harm reduction initiatives within the Drug Overdose Prevention Unit and related divisions.
  • Share drug overdose data with partners using strategies informed by the community.

Work may be conducted in-person in St. Paul, or as telework for applicants who reside in MN, IA, WI, ND, or SD, based on the business needs of the unit and supervisor discretion. Position location will be determined by the top candidate and will be based out of the closest MDH office location: St. Paul, St. Cloud, Duluth, Mankato, Rochester, Marshall, Bemidji, or Fergus Falls. Attendance to in person quarterly meetings in St. Paul is required and there will be additional periodic requirements in office based on the business needs of the unit and supervisor discretion.

Qualifications

Minimum Qualifications

Two (2) years of experience in public health and/or community-based health promotion and education. Experience must include the following:
  • Working with community partners that focus on overdose prevention, including community-based organizations, or local public health.
  • Project management.
  • Program design, implementation, and evaluation.

A degree in public health, community health, social work, nursing, law, medicine, or other related field may count towards experience as follows:
  • Bachelor's = 12 months
  • Master's = 18 months

Additional knowledge, skills and abilities to be assessed at interview:
  • Familiarity with drug overdose prevention concepts, current scientific literature, and methods particularly around harm reduction.
  • Knowledge of public and or community health education and promotion principles including HIV and other infectious diseases as they relate to substance use and harm reduction.
  • Knowledge of policy issues and opportunities as they pertain to drug overdose prevention.
  • Ability to demonstrate experience working with individuals and communities of varied economic, racial, age, and ethnic backgrounds.
  • Knowledge of culturally relevant public health approaches to address and prevent the impacts of drug overdose and morbidity.
  • Ability to communicate effectively to facilitate groups and community meetings.
  • Knowledge of best practices for analyzing, adapting, and evaluating public health approaches with a health equity lens.

Preferred Qualifications
  • Experience with community engagement strategies and methods specifically working with culturally unique communities including the Black/African American or Native American population and justice-impacted individuals.
  • Lived experience with substance use disorder or overdose, such as experience with long-term recovery, and experience with the justice system.
  • Experience working with multiple stakeholders including but not limited to, state agencies, community collaboratives, community-based organizations, local health departments, and individuals affected by substance use disorder and overdose.
  • Ability to understand harm reduction indicators and their utilization in program planning and evaluation.
  • Experience working collaboratively to set program goals and objectives, and to develop and monitor program budgets.

Additional Requirements
  • Must successfully pass a background and reference check.
  • This employment does not require a valid driver's license, but it does demand occasional travel, which the candidate will be responsible for meeting.
  • The successful candidate under U.S. Citizen and Immigration Services regulations must be able to accept work in the U.S. by the day employment begins. The agency is unable to offer H-1B sponsorship.
