Job Summary

This position has a flexible work arrangement that may allow for Telework or a mixture of working in our office and Telework

The Health Insurance Recovery Unit Team Lead supports a team of ten professional employees in the Health Insurance Recovery Unit (HIRU). The position will serve as a county liaison and subject matter expert in the administration of the Cost Effective Health Insurance Program. The administration of the Cost Effective Health Insurance program requires in depth knowledge of state and federal law that govern the program. The incumbent will be responsible for authoring, monitoring, and enforcing agency policy and procedure in accordance with Centers for Medicare and Medicaid Services (CMS) guidelines.

In coordination with the supervisor and manager, the incumbent will be responsible for the work product of the unit. S/he must be able to respond to a wide variety of problematic situations using specific areas of expertise and creativity. The incumbent also has delegated ongoing daily responsibility of coordinating and evaluating Health Insurance Recovery functions occurring across MPS. The incumbent must prioritize, schedule, assign, direct, guide and report on the work activities of the unit staff.

Qualifications

Minimum Qualifications

Two (2) years professional health care experience demonstrating the following:
  • Medicaid or Health Care commercial insurance, which may include health insurance, long term care insurance, or managed care organizations.
  • Health Care Claims billing

* Bachelor's degree or higher in health care administration, public administration, social work, public health or related field may substitute for one (1) year of professional experience.

Preferred Qualifications
  • Six months professional experience working with the Cost Effective Health Insurance program, including the oversight of daily activities of the program conducting county training, and overseeing the cost effective appeals workflow and good cause waivers.
  • Lead work experience.
  • Knowledge of the MAXIS, MMIS and PRISM eligibility and claims payment systems and claims resolution, with particular emphasis on the MMIS TPL subsystem.
  • Experience with Long Term Care Policies.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
