NY HELPS*: To be eligible for a NY HELPS appointment, the candidate must have:
Health Program Administrator Trainee 1: A bachelor's degree or higher.
Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Health Program Administrator: A bachelor's degree and two years of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Preferred Qualifications: The preferred candidate will have excellent written and oral communication skills and interpersonal skills; the ability to research and analyze information; strong organizational skills; the ability to adapt to changing priorities and tight timeframes; and experience with Microsoft Office Products, including Word, Excel, Access and Visio.
Duties Description The Health Program Administrator (HPA) will work within the Division of Eligibility and Marketplace Integration (DEMI) and will participate in recruitment and logistical support activities on behalf of all Bureaus within the Division. The position may be responsible for scheduling candidate interviews, conducting reference checks and preparing request to hire packages; gathering and analyzing data related to the Division's growth; updating or creating new Division organizational charts; serving as a liaison to DEMI Bureaus and other Office of Health Insurance Programs (OHIP) and DOH program areas; participating in space planning on behalf of the Division, creating and maintaining spreadsheets and tracking documents; and training and supervising subordinate staff.

*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified."
