NY HELPS: Bachelor's or higher degree.

Transfer Candidates: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator (G-18); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer.

Preferred Qualifications: The preferred candidate will have: (1) a public health background that includes volunteer and/or work experience with maternal and infant-serving organizations or other non-profit/community-based organizations; (2) prior experience with program/contract management responsibilities, such as reviewing budgets and reports submitted by contractors and using Statewide Financial System (SFS); (3) experience developing and implementing competitive procurements and facilitating webinars with contractors and outside stakeholders; (4) excellent written and verbal communication skills, including public speaking and presentations and use of software programs needed to complete such tasks; and (5) the ability to prioritize and successfully complete both independent and group work with diverse participants.

Duties Description The incumbent will have responsibilities that include, but are not limited to:
- Review of annual budgets and required administrative forms, review of budget modification requests, and review of narrative progress reports and data submissions;
- Provide technical assistance and guidance to contractors to ensure compliance with program requirements;
- Provide technical assistance to ensure collaboration with community-based stakeholders including facilitation of calls or meetings;
- Collaborate with DOH data leads on data collection and reporting, and Center for Community Action contractors on training, technical assistance, learning collaborative, continuous quality improvement and other program monitoring initiatives;
- Serve as program liaison between DOH staff, program stakeholders and staff from other state and local agencies;
- Participate in internal and interagency workgroups;
- Supervise student assistants and/or interns;
- Assist in the development of grant related documentation associated with federal agencies and other funders;
- Prepare routine programmatic communications for dissemination to program contractors;
- Assist in the development and implementation of program policies and procedures;
- Participate in review of Request for Applications (RFAs); and
- Other duties as assigned.

Occasional travel, including to areas that may not be served by public transportation, may be required (10%).

Position may be filled at a trainee level (equated to Grades 13 or 14), or Grade 18, depending upon the qualifications of the candidate.
