Non-Competitive: Eleven years of professional experience, of which two years must have included managerial responsibility for a major health-related program, or a major administrative function for a large health-related organization.

A bachelor's degree may substitute for four years of the professional experience described above.

Preferred Qualifications:
• Demonstrated experience working in a Medicaid program, Health Benefits Exchange program or other health insurance related program.
• Demonstrated experience managing or supporting health and/or IT system audits, including identifying and providing data in support of audit activity, as well as preparing and presenting written reports of findings suitable for a non-technical audience.
• Demonstrated experience in information technology, cyber security and managing security resources.
• Demonstrated experience developing and handling audit policies & procedures, data sharing agreements, contracts, and legal documents.
• Demonstrated experience leading and overseeing large healthcare information system projects (e.g., planning, design, development, implementation, and operation) to ensure the project is on-time, on-budget, within scope and meets stakeholder needs.

Duties Description Under the direction of the Chief Information Officer of the Division of Operations and Systems, the incumbent will serve as the Director of the Bureau of Security. The incumbent will be responsible for directing and coordinating all activities related to security for the Medicaid program and the NY State of Health (NYSoH) programs, including the following systems eMedNY, Medicaid Data Warehouse (MDW), NYSoH, Medicaid Eligibility and Client Management System (MECM), and IPA. The incumbent will direct and oversee all security audits of systems, vendors, and use of division data. The incumbent will serve as a key point of contact for all federal, state, and private entities regarding Medicaid and NYSoH security activities. The incumbent will manage state and consultant resources and set priorities for these groups.

Specific duties will include but not be limited to the following:
• Directs, leads and performs comprehensive evaluations and operational risk assessments of all IT environments and data sharing requests that involve Medicaid & NYSoH data;
• Directs and oversees the day-to-day operations and activities of the Security Bureau;
• Directs and coordinates all federal and state security audits of Medicaid and NYSoH IT systems and data;
• Directs and coordinates the development and implementation of policies, procedures, and internal controls to support all audit and security activities:
• Directs and oversees the development and adherence to internal controls;
• Administers periodic reviews of informational and physical security of state and vendor IT systems and recommend necessary improvements;
• Works with executive management and bureau staff to develop bureau objectives and work plans, taking into consideration technical, fiscal and staffing resources;
• Plans and oversees security training, incident reporting, vulnerability management and all Medicaid and NYSoH cyber security policies;
• Supports the development and implementation of data sharing agreements, forms, documents, processes and procedures;
• Oversees the development of security educational materials and presentations;
• Works collaboratively with the Division of Legal Affairs, business stakeholders, technology stakeholders and external entities to evaluate risk and ensure the security and privacy of all Medicaid and NYSoH data;
• Manage relationships with Centers for Medicare and Medicaid Services (CMS), Internal Revenue Service (IRS), Social Security Administration (SSA), Office of Information Technology Services (ITS), Medicaid and NYSoH vendors and other federal and state entities;
• Compiles, reviews and approves progress reports that describe project status including technical, fiscal, and staffing issues;
• Monitors vendor compliance with contracts for services while resolving problems as needed;
• Makes recommendations on hardware and software acquisitions;
• Prepares the budget or provides information needed for budget preparation;
• Analyzes the impact of proposed policy and legislation as they pertain to information systems;
• Keeps abreast of new technologies and innovations in the audit and security arena;
• Oversees, manages, and monitors activities performed by staff, contractors and consultants:
• Supervise subordinate staff - Provide guidance and oversight to subordinate staff, and intervene and resolve problems as necessary, determine and oversee staff assignments, manage time and attendance;
• Review, monitor and evaluate staff performance, complete performance evaluations, identify training needs and arrange for provision of training;
• Manage and direct program activities by setting priorities and deadlines;
• Participates in Data Governance and Artificial Intelligence oversight committees and work group meetings;
• Communicates verbally and in writing with a variety of individuals including management, users, vendors and other technology staff to produce effective and efficient information systems that meet department needs;
• Negotiates between program managers and technology staff and stakeholders to reconcile differing priorities; and
• Completes or directs staff on various other projects/assignments from management.
• Work collaboratively with NYS Department of Health Chief Information Security Officer in implementing department-wide IT and security controls, assessing risks, and responding to cybersecurity incidents and events.

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
