  • Serve as agency manager of the data and research section in the Office of Quality, Planning & Research
  • Formulate and direct implementation of research and analysis for policies affecting behavioral health services
  • Assess the feasibility of conducting internal research and analysis of various studies, based on the availability of data (e.g., structured interviews, surveys, focus groups, claims data), analytical tools (e.g., appropriate software, statistical applications), and resources (e.g., availability of internal unit staff and external university researchers)
  • Supervise Health Services Policy Specialists assigned to the research & evaluation section & external researchers assisting with project activities/requirements (e.g., direct supervision, time/travel accountability/approval, performance evaluations, disciplinary process of actions affecting work status of staff, human resources processes including identifying staffing needs, interviewing, hiring, etc.)
  • Oversee administrative duties related to department data requests and the Department Data Governance Committee
  • Manage statewide implementation and maintenance of client-level administrative data system (OBHIS) for all behavioral health clients (AOD and MH), and monitors compliance with SAMHSA MH and SAPT Block Grant requirements by identifying needs & coordinating development and maintenance projects with Office of Information Technology
  • Lead departmental staff in the area of client-level outcome reporting & OBHIS application development by managing & coordinating planning, needs assessment, maintenance & implementation activities
  • Support development, interpretation and dissemination of agency policies/procedures related to client-level data
  • Inform administrative personnel of progress/results through reports, meetings and memos
  • Assess need, determines, and implements documentation, communications, and training materials for field related to reporting client-level data
  • Plan & coordinate OBHIS field training
  • Monitor and manage data quality/validity issues associated with client-level data by reviewing statistical reports
  • Formulate and conduct complex research and evaluation studies, including statistical analysis regarding fiscal, caseload, and prevalence studies, including the development of econometric modeling of data bases, assists OhioMHAS in presenting results to budget analysts and local board representatives .
  • Use accepted data science methods to conduct and participate in big data research projects
  • Manage project team in analytical studies of behavioral health service usage trends and costs for studies being conducted by OhioMHAS
  • Design research projects, uses various data sources (e.g., administrative, claims, survey, and structured data) to prepare complex statistical analysis, including multivariate analysis, survival analysis, non-parametric statistical, prepares statistical and narrative reports regarding service usage trends and costs, and presents results to policy makers, stakeholders, and other interested parties
  • Administer University and agency research and evaluation proposals, as assigned
  • Disseminate information about research status and/or results of research to OhioMHAS officials and outside agencies
  • Serve as office contact person and performs research-related functions as assigned
  • Serve as liaison with university researchers
  • Represent Quality & Planning on committees, at meetings, in training seminars/work groups (outcomes, managed care, management information access)
  • Perform other duties as assigned

Qualifications

Completion of undergraduate core coursework & 12 mos. exp. in one of following: health services administration, mathematics, statistics, actuarial science, public administration, allied health sciences, nursing, economics, public health, or comparable field; 2 yrs. exp. in health services research &/or health policy analysis; 2 yrs. trg. or 2 yrs. exp. in use of computer programs/applications with emphasis on relational data bases, use of computer hardware, software used for spreadsheets, statistical analysis, graphics presentation & word processing; 12 mos. trg. or 12 mos. exp. in research methodology, measurement & testing, analysis of variance & survey sampling; 12 mos. trg. or 12 mos. exp. in supervisory principles & techniques, management or acting as leader of project team; 1 course or 3 mos. exp. in multiple regression or multivariate analysis.
