Under the general direction of the Deputy District Director of the Division of Maintenance and Operations, the Highway Maintenance (HM) Project Manager/Program Advisor is responsible for the programming and delivery of assigned HM projects. This includes ensuring that the scope and cost of assigned projects are approved by Headquarters (HQ) Program Managers and the projects are completed in accordance with approved scope, on schedule and within budget. The Project Manager/Program Advisor will have project responsibility throughout the entire project life cycle. The incumbent will work with the HQ Maintenance Division Program Managers and the District Project Development Team, including maintenance field personnel. to develop project scope, cost estimates, schedule, and work plans to deliver the HM projects. The Project Manager/Program Advisor acts as an expert in Project Resource and Schedule Management (PRSM) and tracks labor expenditures to ensure the most efficient use of available support resources. The incumbent will keep the Deputy District Director for Maintenance and Operations informed of any and all issues that cannot be resolved at the Project Manager level.

Working Conditions

Position located in Santa Ana, Orange County.

Most work will be in an office building with artificial lighting and forced air/heat; will at times be required to go into the field to review sites for study, which would expose them to outdoor weather elements.

The incumbent may also be required to travel to offsite locations for meetings and occasionally go into the field and work outdoors. May occasionally be required to work at night or on the weekend as needed for emergency situations, and project needs.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Special Requirements
  • Must possess a valid license as Civil Engineer issued by the California Board for Professional Engineers, Land Surveyors and Geologists.
  • Statement of Qualifications (SOQ) is required. Failure to submit a Statement of Qualifications will disqualify candidates from the hiring process.
The incumbent must possess a valid license as a Professional Engineer, Civil, by the California Board of Registration. The incumbent must be knowledgeable of various phases of transportation engineering design, economics and financing; principles of project management, including project monitoring, scheduling and assigning resources, principles of public administration, including budgeting and effective communication. The incumbent must have knowledge of the materials, methods and equipment used in the design, construction and maintenance of highways and highway structures, various corrective and preventive maintenance strategies, Pavement Condition Report, the characteristics of heavy construction and maintenance equipment, rules and regulations covering highway maintenance policies.

Statement of Qualifications (SOQ) is a discussion of how an applicant's education, training, experience, and skills meet the criteria in the duty statement and qualify the applicant for the position. 1. Demonstrated knowledge of project management processes, skills, and tools to deliver projects and work products on time within scope and budget.

2. Demonstrated experience with maintenance project delivery, including working with Field Maintenance, to determine project needs, making repair recommendations, and knowledge of Maintenance Program allocations.

3. Demonstrated ability acting as a role model, leading multi-disciplinary teams, empowering others, and encouraging innovation.

4. Demonstrated ability developing and maintaining partnerships with others, inside or outside of the organization, including demonstrated ability communicating effectively through reports, presentations, and correspondence.
