The Human Resources Services Team within the Office of the State Superintendent is seeking applicants for a Human Resources Generalist vacancy at either the entry or senior level. The level of the position will be determined based on the selected applicant's qualifications and experience. This position will provide you with the opportunity to collaborate with talented and dedicated team members while coordinating and providing administrative support regarding tasks of considerable difficulty. Note: This position is required to be onsite a minimum of once per week at either the Wisconsin Center for the Blind and Visually Impaired located at 1700 W State St, Janesville, WI or the Wisconsin School for the Deaf located at 309 W Walworth Ave, Delavan, WI. Certain projects or work assignments may necessitate increased onsite presence.

Position Summary

The HR Generalist serves as the initial point of contact and primary HR representative for WESP-DHH and WCBVI. The position functions as a Human Resources professional and handles the full range of personnel responsibilities in accordance with rules, statutes, and other applicable policies. This position is responsible for providing professional personnel management expertise and consulting services in the more areas of personnel management consultation, organizational analysis, job classification and analysis, classification surveys and studies, recruitment, assessment development, pay administration, employment relations and performance management.

In performing assigned duties, the HR Generalist works closely with a wide variety of employees including school staff and managers and the Office of Legal Services (OLS). The HR Generalist must work proficiently at all levels of the agency and provide division management advice on sensitive personnel issues that have a direct impact on the employee/employer relationship. Salary Information

The classification for this position is Human Resources Specialist.

Starting hourly wage for the entry level position is between $27.00 and $33.00 per hour (approximately $56,160 - $68,640 per year), depending on qualifications. This position is in pay schedule and range 81-04.

Starting hourly wage for the senior level position is between $32.00 and $39.00 per hour (approximately $66,560 - $81,120 per year), depending on qualifications. This position is in pay schedule and range 81-03.

This position is eligible for an additional $1.00 per hour add-on for fluency in American Sign Language (ASL).

This position offers excellent benefits . The State of Wisconsin is a qualifying employer for the federal Public Service Loan Forgiveness Program .

Job Details

Those fluent in American Sign Language (ASL) are strongly encouraged to apply. If you're not fluent in ASL you must be willing to learn ASL and pass the ASLPI exam with a rating of 1+ within your probationary period. Please view the ASLPI Proficiency Levels .

This position has the option to work 90% remote with a requirement that the employee is expected to have access to secure high speed internet. You will be expected to be onsite at least one day per week. In addition, the employee may need to report to their headquarter location as operational needs require. Reimbursement for traveling to or from the employee's headquarters is not provided (e.g., mileage, meals, parking, lodging, etc.). Remote work flexibility will be discussed in more detail during the interview process.

The position is headquartered at either the Wisconsin Center for the Blind and Visually Impaired located at 1700 W State St, Janesville, WI or the Wisconsin School for the Deaf located at 309 W Walworth Ave, Delavan, WI.

Employees are required to report to the main office (125 S. Webster Street in Madison, WI) on their first day of employment.

A criminal background check will be conducted prior to an offer of hire. A TB screen will be required prior to start.

Qualifications

A minimally qualified applicant must have experience with all the below:
  • Managing and performing full cycle recruitment/staffing activities (i.e., posting jobs on external recruitment sites, diversifying applicant pools, job analysis, developing assessments, running background checks, developing interview questions, processing new hire paperwork, analyzing salary recommendations, etc.)
  • Interpreting and applying HR related policies and procedures
  • Working with Human Resources Information Systems (HRIS) (i.e., Peoplesoft, ADP, UltiPro, etc.) in a professional capacity
  • Leading or supporting equity and inclusion efforts (i.e., developing/providing feedback on policies/practices, implementing equity and inclusion initiatives, advocating for equity and inclusion needs, participating in committees/groups, etc.)

Well-qualified applicants will also have experience:
  • Performing HR functions in the public sector
  • Conducting employment relations/performance management activities (e.g., conducting investigations, handling grievances, recommending corrective action, etc.)
  • Providing guidance on state of WI HR related statutes, administrative code, and handbook policies
  • Working in a school setting or providing support to a school or school district
  • Fluent in American Sign Language (ASL)
Special Qualification: An ASLPI level of rating of 0+ upon hire and a rating level of 1+ by the end of probation is required.
