The United States Space Force (USSF) at the Pentagon is searching for a HR Specialist for Assignments and Fitness Policy (NH-0201-03, GS-12/13 Equivalent).

Description:

This position will serve as an HR Specialist for Assignments and Fitness, developing and implementing military personnel policy to ensure the Space Force has the ability to effect assignments for over 9,000 Guardians and implement a service-specific, evolutionary fitness program. You will regularly communicate with and provide recommended courses of action to the USSF Deputy Chief of Space Operations for Human Capital, a Tier 3 SES, the Chief Master Sergeant of the Space Force, the Vice Chief of Space Operations, and the Chief of Space Operations. As an HR Specialist for Assignments and Fitness Policy, you will be responsible for providing subject matter expertise and developing essential programs that will shape the future of Space Force and be on the ground level to support building the newest branch of the military.

Ideal Candidate:

The ideal candidate for this position will be a detail-oriented, self-starter with experience developing, implementing, and interpreting military personnel policy related to force management, assignments, and fitness policy. Knowledge of the full spectrum of military force management matters to ensure the Space Force has the necessary mix of quality and benefits to recruit and retain high performing members is critical. The ideal candidate will also have knowledge of military personnel functions to include military promotions, military evaluations, readiness, assignments, utilization, fitness, and how each impacts the others. An effective communicator skilled in briefing and providing timely and actionable information to General Officers and C-Suite level executives (SES). An organized, confident leader who can effectively set priorities, manage projects, and delegate tasks. A team player that can learn and grow to anticipate the needs of the executive supported ensuring they are well-prepared to make decisions on military force management matters. Proficient at interpreting and implementing federal law and department policies related to military personnel.

Highly desired, but not required: Experience working at an Agency-level HQ, experience in leading teams, task management (specifically TMT), experience responding to Congressional inquiries and/or writing reports to Congress, experience writing legislative proposals, experience developing and writing Service-level military personnel policy using existing legal/policy authorities, experience managing implementation of service-level personnel policies, experience with respect to understanding force management matters of the National Guard and/or Reserve components.

Key Skills and Abilities:

1. In-depth knowledge of military personnel policies, procedures, rules, guidelines, instructions, etc., and stay abreast of changes thereto, as well as Personnel Data Systems (PDS) and other HR products.

2. Mastery of advanced personnel principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various disciplines as well as seasoned consultative skill sufficient to resolve complex problems not susceptible to treatment by standard methods.

3. Knowledge of organizational structures and functions across the agency to identify, consider, and present options for the resolution of substantive organizational and program issues involving areas such as resources management, employment planning, and other special programs to bring program policies and operations in line with higher level vision, goals, and objectives.

4. Skill in conducting reviews and analyzing and assessing program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.

5. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.

6. Ability to plan, organize, and direct the function and mentor, motivate, and appraise the staff of the organization and effectively apply agency safety, security, personnel management, and EEO regulations, practices, and procedures.

  • Must be a U.S Citizen.
  • PCS/Incentive funding is available.
  • Must be able to obtain and maintain Secret security clearance.
  • Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
  • May be required travel away from the normal duty station on military or commercial aircraft.
  • May be required to work overtime on an unscheduled or emergency basis.
  • This position is for eligible telework 2-4 days a pay period.
  • This PRD has been classified based on projected duties or new mission requirements. The duties within in this PRD may be reviewed for accuracy after 12 months of Full Operational Capability of organization identified within in this PRD.
