Job Summary The Hemostasis and Thrombosis Center (HTC) Administrative Officer (AO) plays a pivotal role within our organization, reporting directly to the Program Director. This essential position is responsible for fiscal management across multiple facets of the UC Davis Health HTC, including clinical research, comprehensive medical care, and the administration of outpatient 340B pharmaceutical services for individuals with inherited bleeding and clotting disorders. The HTC AO is responsible for the meticulous oversight of the HTC financial accounts, ledger accuracy, staff effort allocation, contracts and grants management, invoicing, budgeting, claims, purchasing, accounts receivable, checks reconciliation, and the crucial task of ensuring that internal ledgers align with those of contracted pharmacies. The AO maintains accurate and auditable records and spreadsheets, ensuring financial integrity. The position also serves as supervisor to two staff members and back up to the Program Director. This multifaceted role ensures the financial health and regulatory compliance of the HTC, providing a robust foundation to fulfill our mission and goals.

Qualifications
Minimum Qualifications
- Bachelor's degree in related area and / or equivalent experience / training
- Experience with managing financial accounts, preparing budgets, analyzing financial data, and ensuring compliance with financial regulations and policies.
- Experience with accounting principles and practices, including general ledger, accounts receivables/payable, and reporting.
- Experience in grants management, including pre- and post-award administration and sponsor compliance.
- Experience working in environment with healthcare compliance regulations, State and Federal policies and procedures, mandatory reporting and adherence to the Code of Conduct standards.
- Demonstrated excellent verbal and communication skills, with the ability to effectively communicate financial information to both internal and external stakeholders.
- Demonstrated analytical skills with the ability to interpret financial data, identify trends, and make recommendations for innovative solutions.
- Demonstrated ability to work collaboratively with a diverse team of professionals to achieve common goals and objectives.
- Demonstrated organizational skills with the ability to effectively manage multiple competing tasks and priorities.
- Experience in healthcare finance services.
- Experience with 340B program administration.
- Experience in risk management or compliance.
- Experience using financial management software.
- Familiarity with UC Davis Health systems and processes.
