Official Position Description:

In District 4, performs two or more human resources sub-programs (e.g., creates, processes, enters, files, routes, & approves electronic Personnel Action Requests (ePARS); creates, processes, enters, files, routes & approves Position Descriptions (PDs); enrolls, changes, advises, informs, & corrects employee health benefits). Utilizes personal computer & related software (e.g., Ohio Hiring Management System (OHMS), Taleo, Microsoft Office) to type & post vacancy notices & to prepare & process ePARs, Position Descriptions (PDs) & Table of Organization (TOs) for various purposes (e.g., new hires, promotions, reassignments, transfers, retirements & resignations). Prepares post-testing & interview packets; participates on interview panels.

Performs miscellaneous duties to facilitate the operational efficiency of District Human Resources Office (e.g., uses telephone & personal computer (e.g., Microsoft Word & Outlook) to respond verbally &/or in writing to inquiries from employees & general public; assists higher level HCM staff with special projects; attends meetings, training &/or seminars to keep pace with changes & trends in Human Resources; completes employment verification & reference forms; assists internal & external applicants in completing applications & explaining hiring process; sets up, maintains files & disposes of records according to Department records retention schedule; maintains employee personnel files; assists with recruitment activities by distributing informational brochures & participating in career/job fairs); enters Service Now tickets for applicable personnel actions. Performs other work-related duties as assigned.

Assists higher level Human Capital Management (HCM) staff in monitoring, preparing &/or processing forms & reports (e.g., monitoring deadlines, receiving paperwork, researching job &/or employee information. Oversees the College Intern, Transportation Seasonal Help (TSH) & Winter Seasonal programs (e.g., requests driver's license & background checks, gathers & processes paperwork necessary for hiring selected candidates) & ensures compliance with relevant ODOT & state policies & procedures. Uses personal computer & related software (e.g., Ohio Hiring Management System (OHMS)) to create requisitions, create & post vacancy notices, filter applications, & finalize positions. Uses personal computer & related software (e.g., OAKS) to complete electronic personnel action requests (ePARS) for all personnel actions (e.g., reviews information for accuracy, uploads all supporting documentation, & completes checklists). Uses personal computer & related software (e.g., Microsoft Word & Excel) to prepare position descriptions & compile staffing information for supervisor (e.g., evaluates job duties to determine appropriate classification, reviews for compliance with workforce planning & department initiatives). Coordinates New Hire Orientation sessions (e.g., schedules sessions, reserves & prepares rooms, prepares agenda & sends out orientation materials, communicates with other departments as needed regarding orientation schedule, ensures new employees can locate orientation sites). Assists as back-up Highway Technician (HT) Proctor for pre- & post-testing of courses for Highway Technician Series & other statewide agency training classes; assists with scheduling & enrolling employees into training sessions using a personal computer & related software (e.g., Ohio Learn, SharePoint). Maintains confidential vacancy files (e.g., scans vacancy file documentation utilizing personal computer & software programs (e.g., OAKS, Microsoft Word, Microsoft PowerPoint, Hyland OnBase).

Qualifications
2 yrs. exp. in human resources.

-Or completion of undergraduate core program in human resources, business or public administration.

-Or 1 yr. exp. as Human Capital Management Associate, 64611.

-Or equivalent of Minimum Class Qualifications For Employment noted above.
